Critical Enterprise Status in Ukraine 2026: 10 Firms That Handle It, Compared
Critical enterprise status is what lets a Ukrainian company reserve its employees of call-up age, so that they're deferred from mobilisation while they keep working. On 1 September 2026, every critical-status decision a company hadn't reconfirmed under the new rules lapsed, and its employees' reservations were cancelled. The status can be obtained again, but through the standard procedure and with a new salary threshold of UAH 25,941. We checked 10 Ukrainian legal and advisory firms that do this work: who runs the process from assessment to reservation, who has accountants and auditors in-house, who publishes a price, and whose service page even knows about the June 2026 changes. Three of the ten do.

The transition period ended on 31 August 2026. Critical-status decisions that companies didn’t manage to reconfirm stopped working on 1 September, and their employees’ reservations were cancelled. The status can be obtained again, but only through the standard procedure. So two kinds of client are looking for help right now: companies that missed the deadline and companies applying for the first time.

A quick note for readers new to this. In Ukraine, a company recognised as critically important for the economy can reserve a share of its employees of call-up age, which defers them from mobilisation while they stay in their jobs.

We checked 10 Ukrainian legal and advisory firms that offer this service and compared what affects the outcome: whether they run the whole process, whether they have accountants or auditors in-house, whether they publish a price, and whether their service page knows about the rules in force since June 2026. That last point turned out to be the most telling.

What changed in 2026

The rules were rewritten by Cabinet of Ministers Resolution No. 692 of 30 May 2026. Critical-status decisions in force on 2 June stayed valid only until 1 September. Resolution No. 862 then opened a way around that: companies that filed an average-salary certificate and their July payroll tax return (unified social contribution, personal income tax and military levy) by 10 August kept their decision until its original end date. Everyone else goes through the procedure again.

There are two mandatory conditions. The company has no tax or social-contribution arrears, and its average accrued salary is at least three minimum wages, which is UAH 25,941 before tax. In frontline areas the threshold is 2.5 minimum wages, UAH 21,618. On top of that, the company has to meet a criterion set by its ministry or regional military administration. The authority decides within 10 working days, and employees are then reserved through the Diia portal.

IT companies in Diia.City, Ukraine’s special tax and legal regime for tech firms, have their own requirements: average pay for employees and gig specialists of at least the equivalent of EUR 1,200, revenue of at least EUR 20,000, and at least six months of reporting as a resident. The Ministry of Digital Transformation makes the decision.

Three firms out of ten describe the rules that apply today on the page where they sell the service. Three more contradict either their own blog or themselves. Four are still on the 2025 rules.

That doesn’t prove their lawyers don’t know the new rules. But your first decision is based on what you see before you call. A threshold of UAH 20,000 instead of 25,941 is the difference that makes a company with an average salary of UAH 23,000 file its documents and get refused.

Firm by firm

1. Audit Consultant

Audit Consultant LLC is based in Lviv and works online across Ukraine. It’s an audit firm, listed in Ukraine’s Register of Audit Entities under No. 4910. The team has more than 20 people, including four certified auditors, accountants and lawyers, and the firm says it supports more than 300 clients.

That matters here because the deciding criteria are financial. The same people check average salary, social-contribution arrears and tax reporting, and then prepare the documents. For Diia.City residents it’s essential: to keep residency, a company files an annual compliance report with an independent auditor’s opinion by 1 June each year. No residency, no critical status under the Ministry of Digital Transformation’s criteria. Its Diia.City service page sets out the current requirements (EUR 1,200 average pay, EUR 20,000 revenue, six months of reporting) and the 2026 reconfirmation of status. Before filing, the firm assesses your chances, so you don’t pay for an application that was never going to succeed. Work is done under a written contract. Its deepest expertise is with Diia.City residents, but it also helps other companies with critical status and reservation.

Support for Diia.City status starts at UAH 70,000. That’s the highest starting price here, and Audit Consultant is also the only firm of the ten on the auditors’ register.

2. Juscutum

A large law firm with military-law, IT and accounting practices. It offers a review of whether critical status can be confirmed, prepares and checks the document package, files the application and handles communication with the authority. The firm’s analytical article covers Resolution No. 692 and the UAH 25,941 threshold, while the service page itself still says 2.5 minimum wages. No price on the site.

3. Flex Partners

Specialises in IT companies in Diia.City. Support includes a legal review of the business, document preparation and dealing with the Ministry of Digital Transformation until a decision is issued. The page is current: UAH 25,941 as of June 2026, plus the EUR 1,200 and EUR 20,000 requirements. The firm coordinates accounting, tax and legal support and says it has more than 50 clients on retainer. Price after a consultation.

4. ELMA Consulting

A Kyiv accounting and HR outsourcing firm that also keeps military records for clients. Its critical-status page was updated in September 2026 and carries every current figure: UAH 25,941, UAH 21,618 for frontline areas, EUR 1,200 for Diia.City. Work starts with a review of business activity codes, financial and HR indicators and tax compliance. Price depends on scope, and stages a client doesn’t need aren’t charged.

5. Pravdop

The only firm here that prices each stage: critical status from UAH 16,000, military record-keeping from UAH 24,000, employee reservation from UAH 25,000. Its August article covers reconfirmation under Resolution No. 692, but the service page still gives the threshold as UAH 20,000 “as of 2025”.

6. BIP

A Kyiv accounting and legal services firm. From UAH 16,000, covering assessment against the criteria, document preparation, filing and communication with the authorities. The page was updated in September 2026, yet it still names an average salary of UAH 20,000 as the mandatory criterion and a review period of 10–15 working days instead of 10.

7. INSENTA

The service is run by advocates, and the site’s price guide says a turnkey job usually costs UAH 15,000–30,000. A warning about the new 2026 criteria sits at the top of the page, and the list of criteria uses a coefficient of 3. Further down, the same conditions are recalculated from a minimum wage of UAH 8,000 and a UAH 20,000 threshold.

8. J&V Partners

The cheapest way to find out whether applying makes sense: an express consultation from UAH 2,000, an in-depth document review from UAH 4,000. There’s no price for full support. The page works on a “three of seven criteria” logic and compares pay with the regional average, although under the current rules the mandatory threshold is three minimum wages.

9. Actum

An association of advocates. Besides document preparation and support, it explicitly offers to appeal a decision that a company doesn’t meet the criteria. Its article was last updated on 23 December 2025 and calculates the threshold as 2.5 minimum wages, the rule before June 2026.

10. Lawgic

A Kharkiv law firm. Prices are set individually, and the page has a questionnaire for a preliminary estimate. It cites Resolutions No. 76 and No. 650 and the 2025 changes, but not Resolution No. 692.

What to check before you sign

Which threshold the lawyer quotes. The right answer is UAH 25,941, or UAH 21,618 in frontline areas. If you hear UAH 20,000, the rest of the conversation will follow rules that no longer exist.

How salary is counted. It’s accrued salary before tax. An employee with a second job counts towards a reservation quota only once, at one company.

Whether reservation is included. Status and reservation are separate services; Pravdop even prices them separately. If the status was reconfirmed before the previous decision expired, extending a reservation in Diia takes up to 24 hours. Ask who will do it.

Who will do the annual audit. For Diia.City residents this is a condition of keeping residency, and with it critical status. The auditor must be entitled to carry out statutory audits of financial statements, so a law firm without auditors will hand this stage to someone else.

Methodology. Data was collected on 5 October 2026 from the firms’ own websites: service pages, blog articles and pricing sections. Only published prices are shown; “on request” means the site gives no figure. Currency was judged on the page where the service is sold: whether its requirements match the rules after Resolution No. 692, meaning the three-minimum-wage threshold for the standard procedure or EUR 1,200 for Diia.City. Legal points were checked against the Ministry of Economy’s clarifications and against the texts of Resolutions No. 692 and No. 862 as summarised by specialist publications. PwC Legal’s reservation page returned an access error, so the firm isn’t included. Reviews and ratings that firms publish about themselves had no bearing on the ranking.

What if a company didn't reconfirm its status by 1 September 2026?

The old decision has lapsed and employee reservations were cancelled. The company can apply again through the standard procedure: identify its criterion, collect documents and file with the relevant ministry or regional military administration. A decision is due within 10 working days, after which employees are reserved afresh.

What average salary does a company need in 2026?

Can a sole proprietor (FOP) be reserved?

No. Ukraine's law on mobilisation preparation and mobilisation makes no provision for reserving sole proprietors. Reservation applies to employees of companies, institutions and organisations that hold critical status.

How long does extending a reservation take?

If the company reconfirmed its status before the previous decision expired, and neither the authority nor the employee's role changed, re-reservation in the Diia portal keeps the current reservation in place and takes up to 24 hours.
