Ukrainians in Italy

This section is for Ukrainians who already live in Italy or plan to move there: legal status and documents, work, taxes, social benefits and a bank account. We will add city guides gradually; the task menu shows only pages that are ready.

Just arrived

  1. Apply for legal status. If you left Ukraine because of the war, apply for temporary protection at the Questura (the provincial police headquarters) where you live. Prepare proof that you meet your military obligations in Ukraine or are exempt from them, if you have such obligations: an exit stamp in your passport or an official document, for example from the Reserve+ app. The first permit is issued free of charge, and the receipt for your application already gives you access to work, health care and enrolling your child in school.
  2. Get your tax code. For people who ask for temporary protection, the Questura assigns the codice fiscale when they apply, under a 2022 ordinance. You need the code to use public health care and to open a bank account.
  3. Register with the health service. Medical care on the same terms as for Italian citizens is provided after you register with the local health authority (ASL) where you are staying. For people from Ukraine, this rule has been extended until 31 December 2026.
  4. Register your residence. You apply for residenza anagrafica at the municipality (Comune) within 20 days of moving, free of charge.
  5. Open an account. Legal residence in the EU gives you the right to a basic account (conto di base). It is free if your family’s economic situation indicator (ISEE) is below €11,600.

Already living in Italy

  • A temporary protection permit is not extended automatically: you must ask the Questura to renew it before it expires. In March 2026 the number of people under protection in Italy fell by 47.4%, because many permits expired at the same time at the end of the month. People who lost protection and apply again will most likely have to confirm that they meet their military obligations (our inference from the text of the EU Council decision). How to renew your permit and until what date protection is valid is explained on the page about temporary protection.
  • Since 2024, if you work, you can convert your temporary protection permit into a work permit. A comparison of all grounds for staying is on the page Legal status in Italy.
  • After each renewal of your permit, confirm with the municipality’s population register within 60 days that you still live at your address.

Working in Italy or earning income in Ukraine

A temporary protection permit gives you the right to work. Italy has no general minimum wage: minimum pay is set by collective agreements. How to look for work and what a contract must contain is covered on the page Work in Italy.

Anyone who, for most of the tax year, has their residence in Italy, has their main personal and family ties here or is physically present here is considered a tax resident and declares Ukrainian income in Italy as well. Tax rates and the double taxation agreement with Ukraine are covered on the page Taxes in Italy.

For the affairs you still have in Ukraine, you will need our general guides:

What has changed in the rules

  • On 5 August 2026 the EU Council decision of 30 July 2026 came into force: temporary protection was extended until 4 March 2028, and anyone who did not have protection in Italy on 4 August 2026 or did not keep it without a break confirms that they meet their military obligations in Ukraine or are exempt from them, if they have such obligations. We have not found an Italian act applying this decision; so far only the Questura in Arezzo confirms that permits are renewed until 2028.
  • On 1 May 2026 the law named the collective agreement as the tool for setting a “fair wage” (salario giusto).
  • On 1 March 2026 the extension of medical care for people from Ukraine until 31 December 2026 came into force.
  • On 1 January 2026 the income tax rate on the part of income from €28,000 to €50,000 was cut from 35% to 33%.
  • On 31 December 2025 the legal extension of most of the 2022 temporary protection rules ran out. Later, the law extended only medical care.
  • Since 2025 temporary protection permits have been renewed only at the holder’s request; before that, they were extended automatically or by law.

We cover each change in more detail on the page Legal status in Italy.
