This page is for people who have temporary protection in Czechia and are looking for financial support, or who help relatives. It covers the conditions of the humanitarian benefit in 2026, the amounts, how to apply and other support. Unemployment benefit and pensions have their own pages.
Who can get the humanitarian benefit?
A temporary protection holder whose income and assets in Czechia are not enough for basic needs or housing. The benefit is granted on application. The income and assets of protection holders who live together and share costs are assessed together, and they are granted one joint benefit.
The benefit is not paid if the state provides you with full meals, hygiene products and housing free of charge. You must be in Czechia: the address in the application must match the address in the state population register; otherwise this condition is considered not met.
How much is the benefit?
The amounts from 1 October 2025 are set in the law in koruna:
| Who | Amount per month |
|---|---|
| Child under 18 | 3,490 Kč |
| Child aged 6 to 10 | 4,188 Kč (1.2 × 3,490 Kč) |
| Adult, first 5 months after protection is granted | 4,860 Kč |
| Adult after 150 days, not vulnerable | 3,130 Kč |
| Adult after 150 days, vulnerable | 4,860 Kč |
The lower amount applies from the month after the month in which 150 days have passed since protection was granted. The page of the Ministry of Labour and Social Affairs (MPSV) on the benefit still describes the amounts in terms of the subsistence minimum; the text of the law is what applies, and this does not change the figures.
Who counts as vulnerable?
The list is exhaustive. Vulnerable people are:
- people in education: children who attend compulsory school and those who study in Czechia for a future profession, up to the age of 26;
- one person caring for a child under 6 (only one person per child);
- pregnant women;
- people over 65;
- people with limited self-sufficiency;
- a person caring for someone with limited self-sufficiency.
For the housing rules, children under 18 also count as vulnerable.
How are housing costs counted?
Housing costs are added to the benefit: 6,000 Kč a month for each vulnerable person and 4,000 Kč for everyone else. No more than 5 people in a household are counted, vulnerable people first.
If the housing is entered in MPSV’s state register of apartments, the costs are always counted. In other places, such as hostels, the costs are counted only if the adult works, is registered as a job seeker at Úřad práce or is vulnerable. At present this is the only work-related condition in the humanitarian benefit.
How is the amount of the benefit calculated?
The benefit equals the sum of the basic rates of all family members plus housing costs minus the family’s income. If the result is more than zero but less than 50 Kč, 50 Kč is paid.
MPSV’s example: a mother with two children over 10, in a registered apartment, in the seventh month after protection, with an income of 17,000 Kč. Personal amounts: 3,130 + 3,490 + 3,490 = 10,110 Kč; housing: 4,000 + 6,000 + 6,000 = 16,000 Kč. The benefit: 10,110 + 16,000 − 17,000 = 9,110 Kč.
What is counted and what is not:
- all income is counted, including Ukrainian payments and pensions. You attach statements from all your accounts to the application, both Czech and foreign. Income in a foreign currency is converted at the Czech National Bank’s exchange rate;
- not counted are the humanitarian benefit itself, one-off assistance, scholarships, and money from foundations, non-governmental organizations, the EU Asylum, Migration and Integration Fund (AMIF) and UNICEF;
- savings check: you are not entitled to the benefit if the applicant’s accounts hold more than double the personal amount of the benefit, and for a family living together, more than the sum of the doubled personal amounts.
How do you apply?
You apply for each month separately. If there is no application for a month by the end of that month, the right to the benefit for that month is lost.
- First application. The law also allows the first application to be filed on paper, at an office of Úřad práce. On their websites, MPSV and Úřad práce link the paper application to the month in which you were granted protection.
- Next applications. Only online, at davkyuk.mpsv.cz, every month by the end of the month.
In the application you give your Ukrainian taxpayer registration number (RNOKPP), if one has been assigned to you, or your address in Ukraine before you were granted protection. Income from work in Czechia is proved with a certificate from the employer: your own statement is not enough. If Úřad práce summons you in person to confirm facts, come within 8 days, or the application will be rejected. The general rules of administrative procedure do not apply to this benefit.
How is the benefit paid?
Only into a payment account at a bank in Czechia. Only the benefit for the month in which you were granted protection can be received in cash. The benefit is not transferred abroad, and it cannot be seized for debts. How to open an account is explained on the page How to open a bank account in Czechia.
Is the benefit higher for people with disabilities?
Yes, if limited self-sufficiency has been officially assessed. Since 1 July 2025 it has been assessed by the Institute for Health Assessment (Institut posuzování zdravotního stavu); you apply online through the ePortál of the Czech Social Security Administration (ČSSZ). The first degree gives only the status of a vulnerable person; degrees two to five increase the benefit:
| Degree | Adult | Child |
|---|---|---|
| 2 | × 1.7 | × 2.4 |
| 3 | × 1.9 | × 2.8 |
| 4 | × 2.1 | × 3.0 |
| 5 | × 2.4 | × 3.4 |
The MPSV page still mentions a supplement of 6,600 Kč and 4,400 Kč from February 2025, but under the law it applied only until 30 June 2025. Úřad práce advises against applying for the care allowance (příspěvek na péči) and the Czech TP, ZTP or ZTP/P cards: under the current law, protection holders are not entitled to them.
Will work become a condition for the benefit?
Not yet. The work requirement and the rule of 16 days a month in Czechia are in a government bill (sněmovní tisk 213), not in the law. The bill was submitted on 3 June 2026 and passed its first reading on 24 June, the security committee recommended it on 2 July, and its further reading has been proposed for the agenda of the session from 13 October 2026. It proposes:
- to pay the benefit to adults only if they work, have business income or are registered as job seekers (this condition does not apply to children and vulnerable people);
- to consider a person to be in Czechia only if they were here for at least 16 days in the month concerned; this condition would apply to everyone, including children and vulnerable people, and you would have to declare it in the application;
- to set the benefit at 0 Kč for 3 months for false information or for not appearing when summoned;
- to add people who cannot work because of illness to the vulnerable group.
The government proposes to introduce these changes from 1 January 2028; one of the amendments proposes 1 July 2027. Parliament will decide the final text and date; we will update this page after the law is passed.
What other support is there?
- One-off assistance (mimořádná okamžitá pomoc). Úřad práce can grant it on application, for example for food, clothes, travel, document fees or a housing deposit, or when you are at risk of losing your housing.
- Social services. If you cannot pay for them, they are provided free of charge, and the state covers the costs.
- Free state housing. It is provided once and for no more than 90 days in a row from when protection is first granted; since 1 September 2024 this limit also applies to vulnerable people.
- Sickness and maternity benefits. They are not on the list of exclusions; in 2022 ČSSZ wrote that citizens of Ukraine who work in Czechia receive sickness benefits in the same way as Czech citizens.
The solidarity household allowance, which was paid to people who housed protection holders free of charge, has ended: the last regulation on it expired on 30 June 2023. Since then, housing costs have been paid to protection holders themselves as part of the humanitarian benefit. We did not find a new regulation on this allowance.

How does the benefit affect special long-term residence?
One of the conditions for special long-term residence is not receiving the humanitarian benefit during a period set by the government; in the 2026 round this was from 1 October 2025 to 31 March 2026. If you are planning to apply for this permit, keep in mind that receiving the benefit during the reference period can block it.
What mistakes should you avoid?
- Missing the application for a month: the right to the benefit for that month is lost.
- Keeping more than double the personal amount of the benefit in your accounts.
- Not declaring income from Ukraine or foreign accounts.
- Giving an address in the application that does not match the population register.
- Treating the bill about 16 days as a rule in force.
