Sending Money from Germany to Ukraine in 2026: Which Method Is Actually Cheaper

Sending Money from Germany to Ukraine in 2026: Which Method Is Actually Cheaper
You're in Germany and need to send money to Ukraine — to family, your own account, or a business. The question isn't whether you can do it. It's how much each method will actually cost once you factor in not just the fee but the exchange-rate margin. This article helps you pick the right route for your amount and timeline.

If you live in Germany and send money to Ukraine, you’ve probably noticed it: the fee looks small, but the exchange rate is worse than what Google shows. That gap between the conversion rate and the interbank rate is the margin. It doesn’t appear in the “fee” line, but it often exceeds the fee itself. Here’s how to calculate the true cost of a transfer — and what the Ukrainian bank will check when the money arrives.

Why SEPA Doesn’t Work for Ukraine

SEPA (Single Euro Payments Area) is a zone where euro transfers between banks travel as domestic payments: fast, cheap, and routed by IBAN. Ukraine isn’t in it. As of September 11, 2026, draft law №14327-д is still pending in Ukraine’s Verkhovna Rada (parliament). So a transfer from a German account to a Ukrainian bank is not a SEPA payment, regardless of what your bank’s interface suggests.

Every transfer from Germany to Ukraine goes through either SWIFT or a payment service’s own network. If the recipient needs hryvnias, the euros get converted somewhere along the route — either by the service or by the Ukrainian bank. If the recipient holds a euro account, conversion may not happen at all.

Three Main Routes and How to Calculate Their Real Cost

Why margin matters more than the fee. Whoever converts the money sets their own rate. The gap between that rate and the interbank rate is a hidden charge — invisible in the fee line. Payment services typically show both the rate and the fee before you confirm, so you know the final amount upfront. With a SWIFT transfer to hryvnias, you find out the rate after the money lands.

Example: €500. Illustrative figures to show the method. Using the NBU rate on October 12, 2026: UAH 50.31 per €1.

Example: €3,000. Same fees and margins:

The larger the amount, the more the margin dominates and the less a fixed fee matters. Always check actual rates and fees with your chosen service or bank at the time of transfer — compare the amount the recipient will receive.

Card-to-card transfers: what’s allowed. The NBU places no restriction on transfers from a German card to a Ukrainian card. Incoming transfers from foreign cards are credited without limits — except for cards issued by Russian and Belarusian banks. The prohibition in force since October 5, 2022, runs the other way: sending from a Ukrainian hryvnia card to a foreign bank card is not permitted.

How one of the major services works in detail is covered in the article Wise in Ukraine 2026: transfers, rates and fees (in Ukrainian).

What the Ukrainian Bank Will Check on Arrival

Receiving a transfer from Germany is legal and unrestricted by amount: NBU Resolution №18 places no cap on incoming international transfers to individuals, and there’s no mandatory currency sale for private persons.

But banks do screen clients. The UAH 400,000 threshold in Law №361-IX applies to transactions carrying specific risk indicators — including outbound transfers and cash operations. An incoming transfer from Germany is not automatically a flagged transaction. But banks assess individual risk profiles and can request source-of-funds documentation at any amount, especially when the transfer is large or out of character for the account — say, if the account has never received an international wire before.

What the bank may ask for:

Tax on gifts. A transfer to family counts as a gift, and the tax treatment depends on whether you — the sender — are a Ukrainian tax resident. A gift from a first- or second-degree relative who is a Ukrainian tax resident is taxed at 0%. If you’re a non-resident under Ukraine’s Tax Code, the recipient owes 18% personal income tax plus a 5% military levy regardless of family ties, and must file a tax return (Tax Code of Ukraine, Art. 174). Whether you’re still considered a Ukrainian tax resident after relocating is covered in the article FOP and relocating to Germany: keep it open or close it, and where to pay taxes.

A common mistake: not preparing documentation in advance, then waiting weeks while the bank reviews the funds. If the amount is large or the transfer is a one-off, prepare a source-of-funds explanation before you send.

What to Do Before a Large Transfer from Germany

On the German side. Under § 67 and § 71 AWV, German residents — including private individuals — must notify the Bundesbank of each individual payment exceeding €50,000 (or the equivalent) by the 7th Werktag (business day; Saturdays count) of the following month. Monthly totals are not aggregated. Before 2025, the threshold was €12,500. Transfers between your own accounts — for example, from your German account to your own account at a Ukrainian bank — are exempt from reporting.

On the Ukrainian side. A large incoming transfer will almost certainly trigger a review. Having source-of-funds documents ready speeds up crediting.

When a bank SWIFT still makes sense. If the recipient in Ukraine is a company or a sole proprietor (Ukrainian: ФОП), some payment services don’t support business accounts or require separate onboarding. In that case, a bank SWIFT may be the only practical option, even if it costs more. Calculate the actual difference for your specific amount.

When a payment service won’t work. Some services don’t support specific Ukrainian banks, or cap transfer amounts for new users. Before signing up, confirm that the recipient’s bank is supported.

If the recipient wants to hold funds in euros or dollars, they’ll need a foreign-currency account at a Ukrainian bank. A comparison of bank terms is in the article Ukraine mobile banking ranking 2026: Monobank, Privat24, Sense, PUMB, A-Bank.

Frequently asked questions

Can I send money from Germany to Ukraine via SEPA?

No. As of September 11, 2026, Ukraine is not part of the SEPA zone. A transfer from a German account to Ukraine goes as an international payment — through SWIFT or a payment service's own network.

How long does a transfer from Germany to Ukraine take?

It depends on the route. A payment service shows the expected delivery time before you confirm. A SWIFT bank transfer may pass through correspondent banks, so timing depends on every institution in the chain.

Are there limits on how much I can send to Ukraine?

The NBU places no cap on incoming international transfers to individuals. Ukrainian banks assess client risk and may ask you to explain the source of funds, especially for large or unusual amounts.

Do I need to report a transfer to the Bundesbank?

Yes, if a single payment exceeds €50,000 or the equivalent. Monthly totals are not aggregated — each individual payment is assessed separately. The report is due by the 7th Werktag of the following month (Saturdays count) under § 67, § 71 AWV. Transfers between your own accounts are exempt.

Will the Ukrainian bank withhold tax on an incoming transfer?

The bank doesn't withhold tax, but the recipient may owe it. A gift from a first- or second-degree relative who is a Ukrainian tax resident is taxed at 0%. If the sender is a non-resident of Ukraine, the recipient owes 18% personal income tax plus a 5% military levy regardless of family relationship, and must file a tax return (Tax Code of Ukraine, Art. 174).
