Social assistance in Italy

This page helps you work out which assistance might suit you and who grants it. The detailed conditions are on separate pages.

What assistance is there, and where do you ask for it?

Most cash payments are granted by INPS, medical care is provided by the local health authority (ASL), and the prefecture helps with housing. What is available with temporary protection specifically:

Does temporary protection give you the right to payments?

Not by itself. Each program has a closed list of statuses and its own conditions on income and length of residence. Temporary protection is not on the lists for the inclusion allowance (ADI) or the assegno sociale. For the single child allowance (AUU), INPS recognized the temporary protection permit in 2023, relying on the 2022 DPCM, which expired on 31 December 2025; the 2026 circular does not include this permit among the grounds, so before you apply, check with INPS or with a patronato (a service, often run by a trade union, that helps people file applications with INPS). The 2022 subsistence allowance for Ukrainians (€300 per adult a month) is not granted for permits issued after 31 January 2025.

There is no social security agreement between Italy and Ukraine: years of work in Ukraine are not added to an Italian pension. More on the page Pension in Italy for Ukrainians.

How do you apply to INPS?

Online on the INPS website, through the INPS Mobile app, by phone on 803 164 (free from a landline) or 06 164 164 (from a mobile), and also through a patronato or a tax assistance center (CAF). For many payments you first need the family economic situation indicator (ISEE): you get it on the ISEE portal on the INPS website or through a CAF. We explain how to do this on the page Aid for Ukrainians in Italy.

What has not yet been officially confirmed?

Several questions have not yet been officially clarified:

  • whether a holder of temporary protection is entitled to the single child allowance (AUU) after the April 2026 reform;
  • whether a holder of temporary protection can get NASpI: the law sets no conditions on the permit, but there is no separate clarification from INPS;
  • whether reception centers for people from Ukraine are operating in 2026.

We will update this page as soon as clarifications appear.
