Ukraine Car Import Duties 2026: Full Calculation Guide (Excise + VAT + Customs Fee)
Why did one person pay UAH 280,000 (~$7,000) to import a petrol BMW X5, while their neighbour cleared a 3 Series for UAH 140,000 (~$3,500)? It’s not luck. It’s engine displacement, model year, and whether you know the formula — or pay someone who does.
From 1 January 2026, excise rates changed again. For large petrol engines (2,500 cc and above), the jump is real: the rate went from €0.694 to €0.866 per cc. Electric vehicles are still exempt — the zero-rate was extended for another year.
# How excise rates changed in January 2026
From 1 January 2026, excise tax rates on petrol and diesel cars were indexed upward under amendments to Article 215 of Ukraine’s Tax Code (Law No. 4015-IX). The biggest hit landed on the 2,500+ cc segment — a 24.8% increase against 2024 levels.

And here’s the thing that trips people up: excise is denominated in euros but paid in hryvnias — at the NBU exchange rate on the date you file the customs declaration. That rate changes daily. At UAH 46/EUR with a 2,000 cc engine, excise comes to €554 × 46 = UAH 25,484. At UAH 48/EUR, it’s UAH 26,592. A UAH 1,108 difference — from the exchange rate alone.
The zero-excise exemption for EVs runs until 31 December 2026 under Law No. 3925-IX. But — and this is the standard trap — hybrids (PHEV and HEV) don’t qualify. They’re taxed on petrol engine displacement, same as any other combustion car.
# The calculation formula: four payments
Car customs clearance isn’t a single tax. It’s 4 separate charges, each with its own calculation base. Understanding the order matters, because VAT is calculated on top of everything that came before it.
Payment 1 — Import duty
For cars from EU countries: 0% under the Association Agreement (free trade zone). From the US, Japan, or South Korea: 10% of customs value. From China: 10%, though anti-dumping surcharges may apply.
Customs value = invoice price + cost of transport to the Ukrainian border + insurance. If customs officers consider the invoice price too low, they reference databases such as Eurotax, Schwacke, or DAT. This is a genuine pain point — 30–40% of customs disputes involve an understated declared value.
Payment 2 — Excise
Excise (UAH) = Rate (€/cc) × Engine displacement (cc) × NBU rate (UAH/€)
For electric vehicles: Excise = 0.
Payment 3 — VAT
VAT base = Customs value + Import duty + Excise
VAT = VAT base × 0.20
This is where it gets expensive. VAT isn’t calculated just on the car’s value — it’s calculated on the customs value already inflated by excise. The higher the excise, the higher the VAT bill.
Payment 4 — Customs processing fee
Fixed scale under Cabinet of Ministers Resolution No. 1067:
Total: Import cost = Duty + Excise + VAT + Customs processing fee.
# Example 1: importing a petrol BMW 3 Series 2021
Let’s use a real car — BMW 320i (G20), 2021 model year, 1,998 cc engine, purchased from a dealer in Poland for €18,000. Delivery to Chop (Ukraine’s main western border crossing): €400. Insurance: €150. NBU rate on declaration date: UAH 46.1/EUR.
Step 1. Customs value
18,000 + 400 + 150 = €18,550
18,550 × 46.1 = UAH 855,355 (~$21,384)
Step 2. Import duty
Poland is an EU country. Duty = UAH 0.
Step 3. Excise
1,998 cc falls in the 1,801–2,500 cc bracket. Rate: €0.427/cc.
0.427 × 1,998 × 46.1 = UAH 39,334 (~$984)
Step 4. VAT
Base = 855,355 + 0 + 39,334 = UAH 894,689
VAT = 894,689 × 0.20 = UAH 178,938 (~$4,473)
Step 5. Customs processing fee
Car value: UAH 855,355 — falls in the UAH 500,001–1,000,000 bracket.
Fee = €300 × 46.1 = UAH 13,830 (~$346)
Total import cost for BMW 320i:
0 + 39,334 + 178,938 + 13,830 = UAH 232,102 (~$5,803)
So the car ends up costing UAH 855,355 + UAH 232,102 = UAH 1,087,457 (~$27,186). Customs clearance added 27% on top of the purchase price. That’s a real figure, not a brochure estimate.
And if that same BMW had been a 2,500 cc M340i? Excise jumps to €0.866/cc: 0.866 × 2,500 × 46.1 = UAH 99,815 (~$2,495) in excise alone. The gap between a 320i and an M340i — purely from excise — is UAH 60,000 (~$1,500).
# Example 2: importing a Tesla Model 3 2022
Same method — but no excise. Tesla Model 3 Standard Range, 2022, purchased in Germany for €25,000. Delivery to Uzhhorod: €600. Insurance: €180. NBU rate: UAH 46.1/EUR.
Step 1. Customs value
25,000 + 600 + 180 = €25,780
25,780 × 46.1 = UAH 1,188,458 (~$29,711)
Step 2. Import duty
Germany is in the EU. Duty = UAH 0.
Step 3. Excise
Electric vehicle — commodity code 8703.80. Excise = UAH 0 (exemption until 31.12.2026, Law No. 3925-IX).
Step 4. VAT
Base = 1,188,458 + 0 + 0 = UAH 1,188,458
VAT = 1,188,458 × 0.20 = UAH 237,692 (~$5,942)
Step 5. Customs processing fee
Car value: UAH 1,188,458 — over UAH 1,000,000.
Fee = €500 × 46.1 = UAH 23,050 (~$576)
Total import cost for Tesla Model 3:
0 + 0 + 237,692 + 23,050 = UAH 260,742 (~$6,519)
Total cost: UAH 1,188,458 + UAH 260,742 = UAH 1,449,200 (~$36,230). Customs clearance added 21.9% to the purchase price. For context: if that same Tesla were taxed like a hybrid — even at the lowest excise bracket — you’d add another UAH 30,000–70,000 (~$750–$1,750) in VAT on top.
But here’s what’s worth saying plainly: if the zero-rate exemption isn’t renewed in 2027, the financial advantage of importing an EV shrinks fast. Right now, electric vehicles are worth importing. After December 2026 — run the numbers again before you commit.
# Import duty exemptions: who pays less
Not everyone pays the full package. Ukrainian law offers 3 real mechanisms for reducing the bill.
Combat veterans (UBD) exemption
Law No. 2782-IX gives a certified Ukrainian combat veteran (Учасник бойових дій / UBD) the right to import one vehicle free of customs duty and excise tax. Requirements:
- UBD status confirmed by official certificate;
- engine displacement up to 3,500 cc;
- car no older than 5 years at the time of import;
- one-time benefit — can’t be used again.
VAT and the customs processing fee are still paid in full. On our BMW 320i example, the saving is about UAH 39,334 (~$984) — just the excise. Not enormous, but it’s genuine recognition.
Disability exemption
Under Article 282 of the Customs Code of Ukraine, a person with a Group I or II disability may import one vehicle every 10 years free of duty, excise, and VAT — paying only the customs processing fee. The restriction: engine displacement up to 1,800 cc, or a pure electric vehicle. The numbers here are meaningful: on our Tesla example, the VAT saving alone is UAH 237,692 (~$5,942).
Temporary import
Foreign nationals and Ukrainian citizens holding a foreign residence permit can bring a car in under a temporary import regime — for up to one year, with no clearance payments. But if you’re living in Ukraine permanently, this is a grey area. The State Customs Service of Ukraine tracks overstays.
As for the old “euro-plates” scheme — it’s been closed since 2021. There’s no transition period, no preferential rate. A foreign-registered car used habitually in Ukraine is a violation: fine and confiscation.
# How to avoid overpaying: common calculation mistakes
The most expensive mistake? A wrong UKTZED commodity code (Ukraine’s harmonised tariff classification). Classifying a petrol car as a hybrid — or vice versa — means customs will assess the shortfall plus a 25% penalty on the underpaid amount. According to State Customs Service data for 2025, around 12% of individual declarants received corrections because of a wrong code.
Second most common: understating customs value. Customs cross-references your invoice price against Eurotax and German auction data. A gap of more than 10% triggers a request for explanation. More than 20% — automatic correction. Cars “sold” to relatives at knockdown prices are flagged first.
Third: wrong model year. Age affects duty (for non-FTA countries) and some valuation coefficients. But the year of manufacture per the VIN must match what’s declared. Any discrepancy gives customs grounds to order a physical inspection.
And finally: the NBU rate is locked in on the day you file the declaration — not the day you bought the car, not the day it crossed the border. Bought in February, declaring in May? Excise is recalculated at the May rate. Timing your declaration around a favourable exchange rate is a completely legitimate approach in a volatile market.

Transit and temporary import regimes delay the process but don't lower the rates. If the euro is rising, clear the car immediately. According to the National Bank of Ukraine (NBU), the euro climbed from UAH 44.2 to UAH 46.1 between January and May 2026 — those who waited six months paid ~4% more in excise.
