Ukrainians in Madrid

Yana Bystrytska · Checked against sources 13 October 2026 · Next check 13 November 2026

This guide is for people who live in the municipality of Madrid or have just arrived, and for those helping relatives. It covers only local matters: where to go for protection and the card, how to book appointments with Madrid’s offices, which documents Madrid City Hall itself requires for address registration and where to get free advice. The general rules are in the section Ukrainians in Spain.

Which offices will you need in Madrid?

Protection applications are accepted by the CREADE center in Pozuelo de Alarcón, TIE cards are issued by the police in Aluche, permits are handled by the immigration office (Oficina de Extranjería), address registration is handled by the city hall (Ayuntamiento de Madrid), and health care, work and reports for arraigo are handled by the regional government (Comunidad de Madrid).

Sources give different addresses for CREADE. The Ministry of Inclusion, the Ministry of the Interior and the Consulate of Ukraine in Málaga (page dated 20 April 2026) give Paseo de la Casa de Campo 1. The government of the Community of Madrid (page updated on 16 September 2026) writes that the same center is at Carretera de Carabanchel a Aravaca, 91, 28223. A 2022 page of the Embassy of Ukraine describes a refugee reception center at this same address (CAR, Centro de Acogida a Refugiados), where people went for temporary housing. Confirm the address when you book by phone.

How do you book an appointment in Madrid?

In Madrid, the Oficina de Extranjería books appointments by email, the police through the state portal, CREADE by phone, and the city hall online, on 010 or by chat.

Oficina de Extranjería: booking by email

For a number of initial applications (inicial), the office books appointments not through the portal but by email to [email protected]. You attach the completed form CitaPrevia_Formulario.pdf and all the documents of the case in PDF; each application needs a separate appointment. You book this way only for:

  • initial applications for all types of arraigo (a temporary residence permit for people who already have ties to Spain): segunda oportunidad, socioformativo, sociolaboral, social, familiar;
  • the initial permit on humanitarian grounds (razones humanitarias) and permits for victims of gender-based or sexual violence;
  • initial permits for family members of Spanish citizens and the card for a family member of an EU citizen;
  • initial family reunification, recovery of long-term residence and initial cases of minors;
  • switching from study to employment if the applicant is an individual, and the first employee work permit if the employer is an individual.

Renewals of permits (including arraigo, family reunification and employment) are not booked with this email. You file them in person through the registry office of any state, regional or municipal body, addressing the application to the Oficina de Extranjería en Madrid (DIR3 code EA0040721), or electronically through Mercurio or the electronic registry.

The date is not set automatically. First, the office checks whether all the mandatory documents (documentación esencial) are there, and then it tells you the date by email and SMS. Incomplete requests are not examined, and questions are not answered.

In its guide, the office advises putting the name of the procedure in the email subject and sending one PDF in this order: the booking form, the application form (EX), the passport, the criminal record certificate (if the procedure requires it), then the other documents. Do not send JPGs or links, and do not repeat the request. The office tries to process a request within 2–3 working days but warns that it may take longer. Come to the appointment with the originals, no earlier than 15 minutes before.

The form is meant only for private individuals who must appear in person and cannot file through Mercurio. With an electronic signature (a certificate, Cl@ve, which is the state electronic identification system, or DNIe), applications are filed through Mercurio or the electronic registry. For some procedures, including renewals of residencia no lucrativa and self-employment, Mercurio is mandatory.

You can check the status of your case in the infoext2 service, by phone on +34 902 022 222 and 060, or by SMS to +34 600 124 377 in the format “NIE number” or “EXPE case number”. Use the Spanish version of the Delegación del Gobierno website: the English one is out of date, with three offices instead of four and processing dates for 2025. We explain what you need for arraigo on the page Arraigo in Spain.

Temporary protection and the police

For temporary protection, you book only by phone with CREADE: the ministry’s list of application points names no other places in the Community of Madrid. We explain how the procedure works on the page Temporary protection in Spain.

Police appointments (TIE, fingerprints) and asylum matters are booked through the state appointment portal (“Cita previa para Policía y Asilo”), not by email to the Oficina de Extranjería. For the TIE, the 2023 police instructions advise choosing the province, then the procedure “POLICÍA-TARJETA CONFLICTO UCRANIA” in the “TRÁMITES CUERPO NACIONAL DE POLICÍA” block, and then the office. TIE cards already issued for temporary protection have been automatically extended until 4 March 2027 (Orden INT/96/2026), so you do not need a new card for this. Fees and deadlines are on the page TIE in Spain.

In the city, cards are issued centrally by SDEx in Aluche. In other municipalities of the province, the same document matters are handled by local police stations: Alcalá de Henares, Alcobendas, Alcorcón, Aranjuez, Coslada, Fuenlabrada, Getafe, Leganés, Móstoles, Parla, Pozuelo, Torrejón, and also the Unidad de Extranjería y Documentación in Arganda del Rey.

City council, employment service and embassy

For padrón, an appointment at a Línea Madrid office is mandatory: online through the city hall booking service (“Cita previa para Padrón”), on 010 or +34 914 800 010, or in the Línea Madrid chat. Choose the category “Padrón” and the service “Altas, Bajas y Cambio de domicilio en Padrón”; the appointment is made in the name of the adult who will submit the documents. You can enter the service with or without electronic identification.

You book an oficina de empleo appointment on 012 or online by the office’s postal code. They will also see you without an appointment if there is a free slot. Your first registration as a job seeker cannot be done during a phone consultation (cita telefónica): it requires an in-person appointment (cita presencial), which you can also book through 012.

You book an embassy appointment through e-Consul (e-consul.gov.ua; the old address go.mfa.gov.ua redirects there) with identification through ID.GOV.UA: an e-signature, Diia.Signature or the National Bank of Ukraine’s BankID. Documents are accepted Mon, Tue, Thu 9:30–13:00 and handed out 14:00–16:00; on Wed and Fri they are accepted 9:30–13:00 and handed out 13:00–14:00. Without an appointment, in the walk-in line, the embassy processes the Ukrainian taxpayer card (RNOKPP): Wed 12:00–14:00, Fri 13:00–14:30. People in vulnerable groups are seen in the walk-in line Mon, Tue, Thu 14:00–15:00 and Wed, Fri 12:00–13:00, or by appointment through [email protected]. The number +34 620 641 324 (WhatsApp, Viber) is only for arrests, deaths, road accidents or threats to life: no consular information is given on it.

How do you register your address (padrón) in Madrid?

In Madrid, you register in the padrón (the municipal register of residents) online with electronic identification or in person at a Línea Madrid office with a mandatory appointment, and the requirements for the rental contract are stricter here than in the general instructions. You cannot use both ways at once: if you applied online and did not cancel the application, wait for the online decision. If an online application needs other people’s consent, they have 5 calendar days to give it, or the application is canceled.

The general rule is described on the page Documents for living in Spain.

What documents does the city hall ask for?

  • The hoja padronal form, filled out in capital letters and signed by hand by all adults.
  • ID document: for non-EU nationals, the residence permit (permiso de residencia), or the passport if you do not have one. Originals, valid. The city hall may require a sworn translation of foreign documents.
  • Document for the home (see below).
  • Statement under your own responsibility (declaración responsable) if people who no longer live there are registered at the address.
  • Document of representation or authorization, if needed.

The rental contract for a home or room must be valid, concluded for at least 6 months and signed by all parties, with the owner’s details (or the owner’s authorization if someone else is renting it out) and the cadastral reference (referencia catastral), which can be added as a separate document. A receipt for the last month is added only to extended contracts and contracts signed electronically.

A purchase document (escritura, purchase contract, nota simple registry extract) is accepted only if nobody has registered at the address since its date. Otherwise, add a utility bill no older than 3 months. The city hall may ask for more documents, for example if the contract forbids registering other people or the rental is for tourists or not for permanent residence. If up to two adults are registering, the online helper “Asistente de Documentación para el Padrón” on the procedure page can suggest the list.

What if you do not have your own contract?

The person who has the right to use the home fills out and signs the section “autorización de empadronamiento” in the hoja padronal and adds a document showing their rights to the home and their ID document (original or copy). In a collective facility (hotel, hostel, religious institution), the authorization is signed and stamped by the person in charge. If you have your own document for the home and are moving in with someone who is already registered, that person fills out the section “declaración de residencia”.

If you have neither documents nor a person who will give authorization, the city hall writes that it can advise you, assess the situation and, if needed, issue reports to make registration easier. A 2020 municipal decree describes these routes:

  • if there is a home but its holder refuses authorization, social services, after an assessment, register the person at the address of their social services center (centro de servicios sociales);
  • people without housing are registered at municipal facilities, and if this is not possible, at the place where they actually stay, even on the street; the SAMUR Social service offers registration at a social services center or at the address of its head office;
  • a social worker fills out the form “Anexo I. Informe para el empadronamiento de personas sin domicilio fijo”, and the person adds it to the application at a Línea Madrid office by appointment. The 2020 form states that social services must have been supporting the person for at least the last 6 months.

Facilities of the winter campaign (Campaña del Frío) do not register people.

How long does it take, and how do you get a certificate?

Registration is not immediate: the city hall checks the application and sends a decision, within 3 months at most. Non-EU nationals without a permanent residence permit renew their registration every two years, or it is canceled.

The certificado de empadronamiento is issued only by the city hall, free of charge:

  • online with electronic identification, at once;
  • online without identification or through 010, by mail to the registered address, in about 15 working days;
  • at a Línea Madrid office without an appointment (except the auxiliary offices Aravaca, El Pardo, Las Tablas) with a DNI, passport or foreigner’s card.

If you register in person, the certificate may be issued at the same appointment; after an online application, you only get proof of the application (justificante). Other bodies can check the padrón themselves through the data exchange platform (Plataforma de Intermediación de Datos), and then you do not need a certificate. A certificate for the whole family is issued only with the explicit consent of all adults listed in it, and for use abroad the certificate is legalized by the Oficina del Secretario de la Junta de Gobierno.

Where can you get help in Madrid?

Advice is given by two free municipal offices for migrants, the regional CEPI centers and the organizations ACCEM and CEAR, while people without housing or money get help from social services and the state reception system.

The municipal offices for information, guidance and support for the integration of migrants give advice on documents for foreigners, padrón, the health card, housing and work. They run free Spanish courses (A1–B2 and preparation for the DELE A2 exam after a level test), give career guidance and support people in very vulnerable situations. Phone interpreting is available in more than 20 languages. They see people by appointment in person, by phone and online:

  • Oficina Norte: Calle Juan Pantoja, 2, 1st floor, 28039 (Alvarado metro); +34 91 758 14 37; Mon–Fri 9:00–15:00 and 16:00–18:00.
  • Oficina Sur: Calle Vía Carpetana, 99, 28047 (Carpetana metro); +34 91 462 54 80; Mon–Fri 9:00–15:00 and 16:00–18:00, Sunday 10:00–14:00.

Email for both offices: [email protected].

For migrant families without money or support, the city hall provides housing, food and social support through the social services center where you live; a social worker first assesses the situation. You can book through 010 or +34 914 800 010, at the center itself, online or by chat.

The regional centers for migrant participation and integration (Centros de Participación e Integración de Inmigrantes, CEPI) give free legal advice, psychological and social support, language and computer courses, career guidance and activities for children. There are four in the city: Madrid-Arganzuela (Ronda de Segovia, 34), Madrid-Chamartín (Calle Canillas, 11), Madrid-Tetuán (C/ Nuestra Señora del Carmen, 17) and Madrid-Villaverde (Calle Francisco del Pino, 16, local bajo). The regional government also publishes a free information line in Ukrainian: +34 900 822 833, Mon–Fri 8:00–22:00, Sat, Sun and public holidays 10:00–20:00.

Community organizations whose Madrid addresses are published on official websites:

  • ACCEM Madrid (appointments and information): C/ Magallanes, 1, entreplanta, 28015; +34 915 32 74 78, [email protected].
  • CEAR Madrid (in-person reception, legal aid, job board): Avenida de Asturias, 33, bajo, 28029; +34 91 555 06 98, [email protected]; without an appointment Mon–Thu 9:00–14:00. CEAR’s head office does not see people in person.
  • Red Cross (Cruz Roja): round-the-clock reception and information line for people displaced from Ukraine in the province of Madrid, +34 900 221 122.

If you have no housing or money, CREADE opens access to the state reception system; the conditions are described on the page Aid for Ukrainians in Spain. The ministry’s free information line on temporary protection: +34 91 399 00 09. Regional housing for people in special need (vivienda por especial necesidad) is provided by the Comunidad only to recognized refugees and people granted asylum: temporary protection does not qualify for it.

Madrid is served by the consular section of the Embassy of Ukraine in Spain. Its district also includes Aragon, Asturias, Galicia, Extremadura, Cantabria, Castile and León, Castilla-La Mancha, the Basque Country, La Rioja and Navarre. Passports are also issued by the state enterprise DP “Document” (State Migration Service of Ukraine); its services are paid, and addresses and booking are on pasport.org.ua. According to pasport.org.ua, the Madrid center is at Blvr. de José Prat, 35, Vicálvaro, 28032. The usual way to get a passport abroad is through the consulate.

The embassy publishes a list of Ukrainian community organizations, but the list itself does not confirm that they are active, and the contacts in it are mostly personal. We did not find officially confirmed contacts of Ukrainian community organizations in Madrid.

How is Madrid different from other cities?

The main differences are these: the report for arraigo is issued by the regional government and only after the “Conoce tus Leyes” course, a separate office issues the health document to people with temporary protection, and the Oficina de Extranjería books initial applications by email.

The integration report for arraigo

In the Community of Madrid, the integration report (informe de arraigo) for arraigo social without first-degree relatives and for arraigo socioformativo is issued by the Comunidad de Madrid, not by the city hall. Conditions: 2 years in Spain, registration in the padrón of any municipality of the Comunidad and sufficient means.

For reports on arraigo social and arraigo socioformativo and the report on integration efforts (esfuerzo de integración), taking part in the “Conoce tus Leyes” program is mandatory. You sign up in person at any CEPI; you need Spanish at level A1, an age of 16–65 and padrón in a municipality of the Comunidad. The report for arraigo social costs €30.60 (form modelo 030); the one for arraigo socioformativo is free, but you need a document about your studies. Applications are filed by appointment at a registry office, at the Consejería registry at C/ O’Donnell, 50, or through the electronic registry. Information: [email protected]; this address does not sign you up for the course or arrange interviews.

Health care

The ordinary health card (tarjeta sanitaria) is issued at the assigned health center (centro de salud) during opening hours 8:30–20:30, or online with a DNIe or digital certificate. You need the TIE, a padrón certificate (volante de empadronamiento) no older than 90 days and an INSS document on your right to health care (DAD). Residents of the municipality of Madrid can, instead of the certificate, allow the health service SERMAS to check the padrón itself, and the DAD can also be replaced by permission to check. The card of a non-EU national is valid as long as the TIE, so after each TIE renewal you must update the date at the health center.

For people with temporary protection, the Comunidad describes a separate document giving access to health care, equivalent to the card, issued by the Unidad de Tramitación Sagasta (address in the table). The Comunidad page was updated on 16 September 2026, but the description of this procedure itself is dated 2022. According to it, you need the receipt or the temporary protection decision and the NIE; you bring your passport and padrón certificate if you can. The document is issued on the day you apply if the requirements are met, and it is valid throughout Spain for as long as the protection lasts.

Work and school

To register as a job seeker, you need a work permit and an NIE; with temporary protection, the protection decision itself is the permit. The oficinas de empleo offer remote interpreting in Ukrainian, mentors, Spanish, digital skills and vocational courses, help with recognition of diplomas (homologación) and advice for entrepreneurs; 60-hour Spanish courses are held at the Centro de referencia nacional de Moratalaz. The general rules are on the page Work in Spain, and state benefit on the page Unemployment benefit in Spain.

In the capital, the Dirección de Área Territorial Madrid-Capital (address in the table) helps you enroll a child in school, and remote interpreting is available there. According to the same Comunidad page (text from 2022), an NIE is not needed to enroll in school.

Benefits and language

Madrid’s regional minimum income (Renta Mínima de Inserción) requires registration in the padrón of the region and a year of actual residence; the amount and conditions are on the page Aid for Ukrainians in Spain.

Unlike in Catalonia and Valencia, none of the official sources we checked for Madrid mentions any regional language requirement.

Waiting times and processing

  • As of 1 October 2026, the Oficina de Extranjería was processing applications for arraigo social and familiar filed on 22 August 2026, for sociolaboral filed on 29 August 2026, for socioformativo filed on 11 September 2026, for initial family reunification filed on 31 July 2026, and for the first employee work permit filed on 22 August 2026.
  • In 2025, the Spanish ombudsman (Defensor del Pueblo) received new complaints about a lack of free appointments at social insurance offices in some provinces, including Madrid. INSS offices receive visitors Mon–Fri 9:00–14:00 by appointment.

What has not yet been officially confirmed?

The main Madrid rules are confirmed, but check three things yourself:

  • The procedure name “POLICÍA-TARJETA CONFLICTO UCRANIA” comes from the 2023 police instructions. Check it on the portal when you book.
  • It is not officially stated whether a city resident can book a TIE appointment at a police station in another municipality of the province. If there are no free dates in Aluche, ask the police about this.
  • If you do not have a TIE card yet, ask Unidad Sagasta by phone whether they will issue the health document with only the receipt or the protection decision.
