Ukrainians in Valencia: where to go

Yana Bystrytska · Checked against sources 13 October 2026 · Next check 13 November 2026

This guide is for people who live in Valencia (València) or have just moved here. It covers only what works differently in the city and the province of Valencia: how to book an appointment for temporary protection, where to get a TIE card, how to register at your address, where to get a health card and whom to ask for help. General rules, including those on taxes and bank accounts, are explained on the pages of the section Ukrainians in Spain.

Which offices will you need in Valencia?

You will most often need the police (temporary protection, the TIE card, the NIE), the immigration office (Oficina de Extranjería), the city hall (Ajuntament de València) and the Consulate General of Ukraine in Barcelona.

How do you book an appointment in Valencia?

Each office books in its own way: for temporary protection, official sources give two channels; for the Oficina de Extranjería, you book by email with your documents; and for the TIE card and the NIE, you book through the state appointment booking portal (cita previa).

Temporary protection

There is no CREADE reception center in the province of Valencia, and official sources name two ways to book an appointment to apply:

  • Police email. The Ministry of Inclusion list for the province of Valencia gives only the address [email protected];
  • The cita previa portal. The October 2026 brochure of the Oficina de Extranjería lists the temporary protection application (“SOLICITUD PROTECCIÓN TEMPORAL UCRANIA”) among police procedures and advises booking through the state appointment booking portal. For booking questions, the brochure advises contacting the Dirección General de la Policía or your police station: Valencia (Patraix), Alzira, Gandía, Ontinyent or Sagunto.

For the email to the police, the city hall’s 2022 page advised writing “ASIL UCRAÏNA URGENT” in the subject line; giving your first name and surname, your address in Valencia, phone number, email address, date of arrival in Spain and means of transport, and the members of your family; and attaching a copy of every page of each family member’s passport. Who is eligible for protection and what it gives you is explained on our page Temporary protection in Spain.

Oficina de Extranjería

For the time being, in-person appointments at the Oficina de Extranjería are given only on request to [email protected]. Attach to your email the EX form for the procedure you need and all documents in PDF format, preferably as one file. The invitation arrives at the address you wrote from; this mailbox does not answer questions. This is how you book for:

  • all types of arraigo (a residence permit based on ties to Spain);
  • family reunification (reagrupación familiar);
  • the permit for a family member of a Spanish citizen and the first card for a family member of an EU citizen;
  • permits for children;
  • changing arraigo de formación into a work permit as an employee.

For permits on humanitarian grounds or because of gender-based violence, there is a separate address: [email protected].

The Oficina de Extranjería answers questions only electronically, through the inquiry mailbox (BUZÓN DE CONSULTAS) on the public administrations website, section “Extranjería_Consultas con Oficinas de Extranjería”. You check the status of your case online in the infoext2 service: the reply “NO SE HA ENCONTRADO LA INFORMACIÓN SOLICITADA” may mean that your application has not been entered into the database yet.

Applications, renewals and additional documents can be submitted online through the MERCURIO platform with a digital certificate or Cl@ve (the state electronic identification system); appeals are accepted only there. Representatives, including a gestor (a professional who handles paperwork for clients), a lawyer or a graduado social, cannot submit documents in person. The types of arraigo and the documents for it are described on our page Arraigo in Spain.

Police: TIE card and NIE

You book the TIE card, the NIE and certificates through the state cita previa portal: there you choose the province, the office and the procedure. The Oficina de Extranjería does not book these procedures.

Cards for citizens of non-EU countries who live in the city of Valencia are issued by the Comisaría de Patraix. In the rest of the province, cards are issued by the police stations in Alzira, Gandia, Ontinyent and Sagunto. The NIE and certificates, but not cards, are also handled by the police stations in Burjassot-Godella, Xàtiva, Mislata, Paterna, Quart de Poblet-Manises, Torrent and Xirivella-Aldaia-Alaquàs.

Because the police have difficulties issuing cards, the Oficina de Extranjería stresses that initial permits whose validity does not depend on registration with Social Security or on obtaining a visa, as well as renewals, are fully valid even without a card. You must still apply for the card within one month. If you have changed address and already have a card, a duplicate TIE is issued at a police station that issues cards, with a new padrón certificate.

TIE cards issued under temporary protection have been extended until 4 March 2027 by Orden INT/96/2026; you do not need to get a new one. The general procedure is described on our page TIE in Spain.

In Valencia, asylum (international protection) applications are accepted by the Comisaría de Ruzafa. You book only by phone, every Wednesday from 15:00, while places last: +34 649 497 659, +34 606 728 940.

City council

You book a padrón appointment on the city hall website (section “Cita previa”) or by phone at 010, +34 963 100 010 and +34 962 081 104. One appointment covers one person, except for members of one family, and one procedure. The 010 information line is free and works Mon–Fri 8:30–15:30 and Sat 9:00–14:00. Offices in the outlying districts book separately (see below).

How do you register at your address (padrón) in Valencia?

In person at a padrón office by appointment, or online with an electronic signature. The procedure is free, and the city hall accepts documents in Spanish (castellano) or Valencian (valenciano); documents in other languages only with a translation by a sworn translator or a public body. What the padrón is and why you need it is explained on our page Documents for living in Spain.

The rules below are taken from the city hall procedure “Altas y cambios de domicilio en el Padrón Municipal” (PA.GP.11) in the version of 14 November 2025.

Where to apply

In person, you apply at the Oficina del Padrón Municipal or at other offices that handle padrón matters. These are open Mon–Fri 8:30–14:00 by appointment through the city hall website or 010:

  • Oficina de Atención Ciudadana Tabacalera, C/ Amadeu de Savoia, 11;
  • Juntas Municipales Abastos (C/ Alberic, 18), Trànsits (C/ Comte de Lumiares, 5), Marítim (C/ Barraca, 53), Patraix (C/ Beato Nicolás Factor, 1), Exposició (C/ Guàrdia Civil, 19) and Russafa (Ruzafa, C/ Maties Perelló, 5).

Offices in the outlying districts book separately:

  • Pobles del Nord (Carpesa, Plaça del Poble, 4): Mon and Wed 8:30–14:00, booking through [email protected] or by phone at +34 963 013 055;
  • Pobles del Sud (Castellar, Carrer de la Poetessa Leonor Perales, s/n): Tue and Thu 8:30–14:00, booking by phone at +34 963 013 023;
  • Benimàmet-Beniferri (Carrer Senda de Secanet, 43; Carrer del Campament, 64): Mon–Fri 8:30–14:00, booking by phone at +34 963 013 436.

Online, you apply at the city hall’s electronic office (sede electrónica) with an electronic signature. The application is not processed automatically: the documents are checked. Processing takes up to three months; if there is no reply, the application is considered approved, provided the main requirements are met.

What documents you need

  • Identity document. For citizens of non-EU countries, a valid residence card (TIE) or a valid passport.
  • Language of documents. Spanish or Valencian. Documents in other languages are submitted in the original with a translation by a sworn translator or any public body. Foreign official documents (except those issued in EU countries) must be legalized or carry an apostille.
  • Cadastral reference. Every housing document must include the cadastral reference (referencia catastral). If it does not, add a property tax (IBI) receipt, a cadastral certificate or a land registry extract (nota simple).
  • Rental contract. A valid contract for a home or a room, signed by all parties, for a term of more than six months and with the cadastral reference. A contract that renews month by month does not prove six months. A room contract states how many rooms the home has and which one is rented.
  • Rent receipt. The latest receipt or transfer, paid within the last two months; it must show the landlord, the tenant, the month and the address.
  • Children. A birth certificate or the Spanish family book (Libro de Familia). If one parent registers the child, the other parent’s consent is needed (form Modelo 1) or, in specified cases, a declaration (Modelo 2 or 3).

The city hall may ask for other documents too, in particular if the contract prohibits registering other people or was signed for a tourist or short-term stay. Consents and powers of attorney are valid for one month from the date of the document; bring the originals to an in-person appointment.

What to do without a rental contract

If you live in someone else’s home (vivienda ajena), you need the owner’s written consent on the form “Autorización de inscripción en una vivienda ajena”, with a copy of the owner’s identity document and a document proving ownership. If the home is rented, you need the consents and documents of both the tenant and the owner; if there are several owners or tenants, at least a majority must consent. In collective housing (hotel, religious or residential) entered in the padrón as such, you need the consent of the head of the facility, with its stamp.

People without housing, or who cannot prove the right to use a home, are registered under a separate procedure, “Casos especiales de empadronamiento” (PA.GP.65), if the municipal social services know about their social exclusion. The application is filed through the city hall registry (Registro de Entrada); the local police (Policía Local) may check whether the person really lives there. If the owner of the home objects, the person is registered at the address of a social center (CMSS, CAI or CAST) and gives a different address for mail. The person is then invited to the Oficina del Padrón to sign the registration sheet and show their identity document.

How to get a padrón certificate

You can get a certificate (certificado de empadronamiento):

  • instantly online with a digital certificate of the Generalitat (the government of the autonomous community) or with the Spanish electronic ID card (DNIe);
  • through a web form on the city hall website without a certificate, if you are 18 or over: the certificate is sent by post or email after your details are checked, so not instantly;
  • by phone at 010, with delivery by post to your registered address or by email;
  • in person at padrón offices by appointment.

A certificate can be individual, historical (with the registration date and moves) or by dwelling (this one is requested for family reunification and for an invitation letter, carta de invitación). A family certificate is ordered separately.

Renewing your registration every two years

Citizens of non-EU countries without a long-term permit renew their registration every two years (procedure PA.GP.50): online or in person at any padrón office. Online, you add proof of residence: the latest water, electricity or gas bill in your name, a rental contract with the receipt for the current month, or a property document. If the documents are not in your name, you need consent from the person they belong to, with a copy of that person’s identity document. If the registration is not renewed, the city hall may remove it from the register (baja) without first hearing the person.

Where can you get help in Valencia?

Migrants without housing or money are first helped by the municipal center CAI-PANGEA, and for people from Ukraine there is a round-the-clock Cruz Roja (Red Cross) line for the whole Comunitat Valenciana: 900 221 122.

Reception system

There is no CREADE center in the province. According to the Ministry of Inclusion, the Cruz Roja line 900 221 122 gives people from Ukraine information and initial access to the reception system. A person without means contacts the organization that provides this service in their province; there, their situation is assessed and they are referred to a place. What the reception system provides is explained on our page Aid for Ukrainians in Spain.

Municipal services

  • SPAI at the CAI (Servicio de Primera Acogida a Personas Inmigrantes, the first reception service for migrants). For people without housing in a social emergency: a social assessment, temporary housing and meals, Spanish and Valencian courses, and support. To get in, come to the CAI at 8:00, Monday to Friday. The service is run together with nonprofit organizations and has an interpreting service and job search mediation.
  • Advice at the CAI. Information and advice on immigration matters, legal advice on immigration and citizenship (by referral), and the Escuela de Acogida integration course, with two intakes a year: April–May and October–November.
  • District social services. Book an appointment at your Centro Municipal de Servicios Sociales in advance; call center 900 92 75 67. Through these services you can also apply for the regional benefit (see the section on the Renta Valenciana de Inclusión below).

Integration report for arraigo

For arraigo socioformativo and for arraigo social without family ties, you need an integration report (informe de arraigo, called Informe de Integración Social in Valencia). The city hall issues it to people registered in the city, and the CAI gives advice on it. Requirements:

  • a valid passport;
  • at least two years of continuous stay in Spain;
  • basic knowledge of at least one official language, Spanish or Valencian;
  • proof of training: an Escuela de acogida course accredited by the Generalitat Valenciana (or a similar one in another region), or at least one full academic year of formal education in Spain.

You may be invited to an interview. According to the Subdelegación brochure, the report is free, is issued within a month and is valid for six months; it is preferable for the training to include a Valencian course. The report is not binding on the Oficina de Extranjería.

Organizations

  • Cruz Roja Española, Oficina Provincial Valencia: Carrer Ciudad Gran Turia / Carrer de la Creu Roja, 2, 46014; phone +34 963 802 244.
  • Accem Valencia: Carrer de Mossén Fenollar, 9, 46007; phone +34 963 673 994; [email protected].
  • CEAR València: C/ Francisco Moreno Usedo, 21-Bajo, 46018; phone +34 96 316 24 77. CEAR has reception centers in Cullera (phone +34 96 172 35 79) and Sueca (phone +34 960 470 888).

The addresses are taken from these organizations’ official websites.

Consulate of Ukraine

Valencia belongs to the consular district of the Consulate General of Ukraine in Barcelona, not of the embassy in Madrid. The consulate sees people Mon, Tue, Wed and Fri 9:30–13:30, by appointment only, through e-Consul (e-consul.gov.ua; the old address go.mfa.gov.ua redirects there). On Thursdays it sees certain categories by appointment: people with disabilities, pregnant women and the seriously ill. The hotline is only for threats to life: +34 629 382 936. Valencia also has an honorary consulate of Ukraine (contacts in the table), but the embassy does not publish the list of its services.

Passports are also issued by the state enterprise DP “Document” (State Migration Service of Ukraine); its services are paid, and addresses and booking are on pasport.org.ua. The usual way to get a passport abroad is through the consulate. According to pasport.org.ua, the center in Valencia is at Av. de Pius XII, 2, local 117 (Campanar).

Ukrainian community organizations

In its list of Ukrainian community organizations in Spain, the Embassy of Ukraine names the Association of Ukrainians “Ukraine” with an address in Valencia. The list is old, and we could not confirm the association’s activity through other official sources, so check whether the contacts are still current.

How is Valencia different from other cities?

Valencia has a second official language, Valencian, a regional health card and employment service, stricter padrón rules and a regional benefit for which, from 20 October 2026, holders of temporary protection need no minimum period of residence.

Valencian language

Valencian (valenciano) is an official language alongside Spanish. The city hall accepts padrón documents in these two languages, and the integration report requires basic knowledge of one of them.

Under the law on the Valencian language (Ley 4/1983, Art. 35), Valencia is one of the municipalities where Valencian predominates. In schools in this area, parents choose the main language of instruction, Valencian or Spanish, and all pupils study Valencian, Spanish and English (Ley 1/2024, Art. 9.1, 11.2, 12.1). An exemption from assessment in Valencian may be granted to:

  • a pupil who enters a school in the Comunitat Valenciana for the first time from a foreign education system: for the year of entry and the following year, after which the pupil’s access to the subject is adapted (Art. 14.3);
  • a pupil who proves with documents that their residence in the municipality is temporary: for up to three consecutive school years (Art. 14.2).

The exemption applies only to assessment: the pupil still studies the subject.

SIP health card

In the Comunitat Valenciana, the health card is called the tarjeta sanitaria SIP (Sistema de Información Poblacional). It confirms the right to public health care in the region and throughout Spain, but not outside Spain; the card itself does not give a right to care unless that right has been recognized.

  • Online: the procedure “Alta de un ciudadano en el Sistema de Información Poblacional (SIP)” with a digital certificate or Cl@ve; you collect the card at your health center. Without a certificate, go to your nearest health center.
  • If you are insured (alta in Seguridad Social): go to the health center with your DNI or NIE; you are advised to bring a padrón certificate (valid for six months) and an INSS document confirming your right to health care.
  • Without means or without insurance: at the health center, ask to be referred to a social worker (trabajador social sanitario). For the right to public health care (Asistencia Sanitaria Universal), you need an application from the health center, a passport or NIE, a padrón certificate and at least three months of actual residence. While the application is being processed, you get a temporary document; the decision is made within three months, and the right is valid for one to two years.

The Conselleria pages do not describe a separate procedure for holders of temporary protection. The Generalitat information line is 012, or +34 96 386 60 00 from outside the region (Mon–Fri 8:00–19:00, in August 8:00–16:00).

LABORA employment service

The regional employment service is called LABORA. According to an archived 2025 copy of its website, if you have never registered as a job seeker, you book a first registration through the Punt Labora website, the app or the Punt Labora terminals. The booking confirmation lists the documents to bring, and you go to the Espai LABORA for your place of residence. LABORA centers in the city: ESPAI LABORA Valencia-Poeta Monmeneu, Artes Gráficas, Av. del Cid, Av. del Puerto, Felipe Rinaldi, Juan Llorens, Luis Oliag and Vila Barberá.

Offices of the state employment service SEPE in the city: Alfambra, Artes Gráficas, Avda. del Cid, Avda. del Puerto, Felipe Rinaldi, Juan Llorens, Luis Oliag and Vila Barberá; information line 060. Read about the right to work on our page Work in Spain for Ukrainians, and about benefits on our page Unemployment benefit in Spain.

Renta Valenciana de Inclusión regional benefit

From 20 October 2026, a new law on the regional minimum income applies (Ley 2/2026 as amended by Ley 5/2026). The general condition: three consecutive years of registration on a padrón in the Comunitat Valenciana before the application (or 10 years out of the last 30), and registration at the time of the application. Holders of temporary protection, people under international protection and stateless persons are exempt from this minimum period. If registering on the padrón is impossible, residence is proven by the SIP card, registration as a job seeker, children’s schooling or a place in a social facility.

Other conditions of the new law:

  • the applicant is at least 23 years old; people aged 23 to 30 must prove two years of independent living (there are exceptions, including for those raising children);
  • people aged 18 to 22 may be granted the benefit in certain situations, for example if they are raising children, have a disability of 33% or more, or have been under the protection of the child protection system;
  • the applicant is not registered as working (alta laboral);
  • you must first apply for the other benefits you are entitled to. The minimum living income (IMV) is not counted as income when vulnerability is assessed, but it is deducted from the amount of the benefit;
  • if the husband, wife or partner of a person with temporary protection does not live in Spain, that person can form a separate household (unidad de convivencia).

The benefit covers the difference between the maximum amount and your income. Maximum amounts per month:

HouseholdMaximum amount per month
One person€793.80
Two people€929.88
Three people€1,020.60
Four people€1,088.64
Five people€1,156.68
Six or more€1,247.40

You apply mainly online, and also through the municipal primary social services or the city hall registry where you live; the social services prepare the vulnerability assessment.

Until 19 October 2026, the previous law (Ley 19/2017) applies: it requires 12 months of continuous registration or residence in the region (or 5 years out of the last 10) and does not expressly name temporary protection among the exceptions. Applications still being processed on 20 October 2026 will be decided under the new law. Ley 5/2026 also added the principle of “prioridad nacional” to the law: assistance is to go first of all to those who have a real and lasting connection with the Comunitat Valenciana; the regional government has yet to approve the rules for applying it. State benefits are described on our page Aid for Ukrainians in Spain.

Arraigo for holders of temporary protection

The Oficina de Extranjería brochure in Valencia (October 2026) says that with a temporary protection permit you can apply for work-based arraigo (arraigo sociolaboral), and it refers to additional provision 19 of Regulation RD 1155/2024. According to this brochure, you cannot change the temporary protection permit itself into another one through the modification procedure (modificación). This is the position of a provincial office; the general conditions of arraigo are described on our page Arraigo in Spain.

Appointment backlogs

As of 5 October 2026, the Oficina de Extranjería was sending appointment invitations for requests sent on 24 September 2026 for arraigo sociolaboral, socioformativo, segunda oportunidad and social; on 25 September for family reunification; on 29 September for humanitarian permits; on 1 October for the permit for a family member of a Spanish citizen; and on 1 September for permits for children. The brochure with these data is updated every month.

What has not yet been officially confirmed?

Official sources confirm most local rules, but a few details are worth checking yourself:

  • The booking channel for temporary protection: the ministry’s list gives the police email address, while the office’s October 2026 brochure gives the cita previa portal. If one channel does not work, try the other and ask at your police station where to go with your application.
  • We took the rules on the padrón, the integration report and LABORA from archived copies of official pages from 2025–2026. Before your visit, compare them with the city hall and LABORA websites.
  • Ask the social worker at your health center how a holder of temporary protection who is not registered with Social Security can get a SIP card.
  • The opening hours of the CAI and of Sede 1 of the Oficina de Extranjería differ between official pages: check them before your visit.
