Ukrainians in Alicante: where to go

Yana Bystrytska · Checked against sources 13 October 2026 · Next check 13 November 2026

This guide is for people who live in Alicante (Alacant in Valencian) or in another town in the province of Alicante. Alicante has the offices for the whole province: the point for temporary protection applications, the immigration office, the police office that handles TIE cards, the central government’s Subdelegación and the tax office. Here you will find their addresses, along with the city’s rules for registering at your address and municipal support. Torrevieja has its own guide to Torrevieja, and the regional rules (health card, employment service, the Renta Valenciana de Inclusión benefit) are described in detail in the guide to Valencia. General rules, including those on taxes and bank accounts, are explained on the pages of the section Ukrainians in Spain.

Which offices will you need in Alicante?

For the whole province, Alicante has a police point for temporary protection applications and the immigration office (Oficina de Extranjería) on Calle Ebanistería, and the police on C/ Campo de Mirra handle TIE cards; city matters are handled by the offices of the city hall (Ayuntamiento de Alicante).

How do you book an appointment in Alicante?

For a temporary protection application, you book using the details in the Ministry of Inclusion list; for the Oficina de Extranjería and the TIE card, through the state appointment booking portal (cita previa); and for address registration, online or through the city hall’s 010 phone line.

Temporary protection

There is no CREADE center in the province that would accept applications. The Ministry of Inclusion list for the province of Alicante gives a police point at Calle Ebanistería (Polígono de Babel), 4 y 6, and, in the column on how to book, the phone number +34 965 019 300; according to the Delegación del Gobierno page, this is the number of the Oficina de Extranjería at the same address. An old embassy page (from 2022) gives a different number for booking; we rely on the ministry’s current list.

The CREADE reception center in Torrevieja does not accept protection applications: there you book by phone at +34 96 522 47 89 for advice and access to the reception system (more in the guide to Torrevieja). Who is eligible for protection and what it gives you is explained on our page Temporary protection in Spain.

Oficina de Extranjería

According to the Delegación del Gobierno page, you book appointments at the Oficina de Extranjería in Alicante and Altea through the state cita previa portal. Information is given in person and by phone: +34 965 019 300 in Alicante, +34 965 019 260 in Altea, 9:00–14:00. The office in Alicante does not publish its own written booking rules: its page on the Subdelegación website contains only a file on processing times marked “En construcción” (under construction).

The types of arraigo (a residence permit based on ties to Spain) and the documents for it are described on our page Arraigo in Spain. Oficina 060 at the Subdelegación helps with Cl@ve (the state electronic identification system) and FNMT digital certificates.

Police: TIE card and NIE

TIE cards (“Tarjetas de Residencia” in the police directory) are handled by the Brigada Provincial de Extranjería y Fronteras at C/ Campo de Mirra, 6, and the NIE and resident and EU citizen certificates by its unit at C/ Ebanistería, 6; the phone number for both is +34 965 019 393. You book through the state cita previa portal, where you choose the province, the office and the procedure.

TIE cards issued under temporary protection have been extended until 4 March 2027 by Orden INT/96/2026; you do not need to get a new one. The general procedure is described on our page TIE in Spain.

City council: padrón

You can book an address registration appointment:

  • at OAC “Séneca”: online at citaprevia.alicante.es (“Tipo de servicio” → “Servicio de Atención Integral a la Ciudadanía (SAIC)” → “Gestión” → “Altas y modificaciones en el Padrón”) or by phone at 010 and 900 153 862;
  • at OAC “Labradores”: only by phone at 010 and 900 153 862.

Certificates from an existing registration are also issued by OAC “Gastón Castelló”: in the same online booking system, choose “C/Pino Santo, 1 Trámites Municipales”. The 010 line is free and works Mon–Thu 9:00–17:00 and Fri 9:00–16:00.

If several people register at one address, whether they are a family or not, one appointment is enough. At the appointment, only those whose document matches the one given when booking are served.

How do you register at your address (padrón) in Alicante?

In person by appointment at OAC “Séneca” or “Labradores”, or online at the electronic office (sede electrónica) with a digital certificate or DNIe and the form “Hoja de inscripción”. All padrón procedures are free, and foreign official documents are submitted with a sworn translation into Spanish. What the padrón is and why you need it is explained on our page Documents for living in Spain.

The city hall states plainly that you do not need legal status to register (“no es necesario estar en situación administrativa regular”), and it has issued a padrón poster in Ukrainian. The poster (September 2025) gives the old address of Pangea Centro, Plaza del Carmen, 9; according to the city hall’s 2026 pages, the office is at Calle Sargento Vaillo, 30.

What documents you need

  • Identity document. For citizens of non-EU countries, a TIE card or a passport. All documents must be valid and original.
  • Translation. Foreign official documents, such as birth certificates, are submitted with a sworn translation into Spanish (“traducida juradamente al español”).
  • Rental. A valid contract in your name, the latest payment receipt and a copy of the identity documents of all owners. If you are not a party to the contract, you need the consent of the owners and tenants.
  • Children. The child’s identity document (DNI, NIE or passport) and the Spanish family book (Libro de Familia) or a birth certificate. The consent of both parents with copies of their documents is required; if one parent does not have parental rights, add the court decision. For guardianship, there are declaration forms (declaración responsable).
  • Applying through a representative is possible only in case of force majeure: you need the completed consent form, a document showing the reason for your absence and the original documents of both of you.

What to do without a rental contract

If you live in someone else’s home, each owner gives written consent and a copy of their DNI. Add a document proving ownership: a land registry extract (nota simple) or a notarial deed (escritura) if the home was bought less than a year ago; otherwise the latest property tax (IBI) receipt or the latest landline phone, water, gas or electricity bill in the applicant’s name (“a nombre del interesado”). Bank receipts are not accepted, except for IBI.

We did not find a separate registration procedure for people without housing on the city hall website. The regional law on the Renta Valenciana de Inclusión (Ley 2/2026, Art. 9.1, in force from 20 October 2026) provides that city halls help people without housing who usually live in the municipality to register on the padrón, regardless of where they sleep.

How to get a padrón certificate

You can get a certificate (informe, volante or certificado de empadronamiento):

  • online at the electronic office with an electronic signature;
  • in person by appointment at an OAC or at the district boards (Juntas de Distrito);
  • without an appointment at kiosks (Ciberkioscos), but the kiosk at the OAC issues a certificate only after reading a Spanish electronic ID card (DNI electrónico) or the city card Tarjeta Ciudadana de Alicante (TCA);
  • by post.

The city hall points out that the requirement to submit a padrón certificate as proof of address in procedures of the state administration has been abolished (Real Decreto 523/2006), and the Generalitat (the government of the autonomous community) can check residence through its data exchange platform.

Renewing your registration every two years

Citizens of non-EU countries without a long-term permit renew their registration every two years. The city hall sends a letter to the address on the padrón. You can renew without an appointment at OAC “Labradores” or online through a general application (instancia genérica) with the form and proof of residence. Without renewal, the registration is removed from the register (baja).

Where can you get help in Alicante?

The main municipal service for migrants is called Pangea, and in the reception system people from Ukraine are helped by the round-the-clock Cruz Roja (Red Cross) line 900 221 122 and the CREADE center in Torrevieja.

Pangea

The Oficina de Atención a Personas Migradas PANGEA (Concejalía de Derechos Públicos) receives, informs and advises foreign nationals who live in Alicante, provides intercultural mediation and legal advice, and prepares reports for arraigo and on housing. The reception service works by phone appointment and gives advice on work, education, health and housing; its page lists individual service in Arabic, French, English and Russian. According to the 2024 report, the service then had two mediators for Slavic languages, and 87 of the 690 language mediations that year were in Ukrainian.

Social services

You can book an appointment at the social center for your area in person at the desk (Mon–Fri 9:00–14:00), through the free Central de Atención Social phone line 900 700 096 (Mon–Fri 8:30–14:00) or with an online form. You find your center in the street list “Callejero de Servicios Sociales”:

  • Casco Antiguo, C/ Santos Médicos, 8 (central area);
  • Isla de Cuba, C/ Isla de Cuba, 40 (west);
  • Felicidad Sánchez, Av. Alcalde Lorenzo Carbonell, 58 (south);
  • Gastón Castelló, C/ Pino Santo, 1-A (north);
  • Rosario Sansano, C/ Médico Vicente Reyes, 16 (east).

Reception system

The CREADE center for the province is in Torrevieja: you book there by phone for information on protection, legal advice, career guidance and access to the state reception system (Sistema de Acogida). The ministry names the Cruz Roja number 900 221 122 as the round-the-clock line for people from Ukraine in the Comunitat Valenciana, while the Cruz Roja website presents it as a general information line (Mon–Fri 9:00–20:00, except public holidays). What the reception system provides is explained on our page Aid for Ukrainians in Spain.

Organizations

  • ACCEM Alicante: Calle Alberola, 36, 03007; phone +34 965 89 97 52; [email protected].
  • CEAR Alicante: Calle Santo Domingo, 3 (Ed. Alauda), entrance from Calle Benasau, 03005. To book an in-person appointment, CEAR asks you to call +34 965 64 12 55. Office in Sant Joan d’Alacant: C/ Colón, 33, 03550; phone +34 865 61 52 88.

The addresses are taken from these organizations’ official websites.

Consulate of Ukraine

The province of Alicante belongs to the consular district of the Consulate General of Ukraine in Barcelona, which serves Catalonia, the Comunitat Valenciana and the Balearic Islands; the district of the embassy in Madrid does not cover it. The consulate sees people Mon, Tue, Wed and Fri 9:30–13:30, by appointment only, through e-Consul (e-consul.gov.ua; the old address go.mfa.gov.ua redirects there), and on Thursdays certain categories: people with disabilities, pregnant women and the seriously ill.

Without an appointment in the electronic queue, the consulate serves vulnerable categories, including people over 65, large families, pregnant women and those applying for a certificate for return to Ukraine: to be served this way, write to [email protected] and attach supporting documents. The hotline is only for a threat to life or a death: +34 629 382 936. The honorary consulate in Valencia covers the whole Comunitat Valenciana (contacts in the table).

Passports are also issued by the state enterprise DP “Document” (State Migration Service of Ukraine); its services are paid, and addresses and booking are on pasport.org.ua. The usual way to get a passport abroad is through the consulate. The DP “Document” center nearest to Alicante is described in the guide to Valencia.

Ukrainian community organizations

In its list of Ukrainian community organizations in Spain, the Embassy of Ukraine names the Association of Ukrainians of the Province of Alicante “Slavutych” with an address in the neighboring municipality of Mutxamel. Torrevieja City Hall also mentions an association of Ukrainians of the province in Mutxamel in a 2025 news item. The embassy’s list is old, so the contacts may be out of date.

How is Alicante different from other cities?

Alicante is in the area where Valencian predominates, the regional rules of the Comunitat Valenciana apply here, and the city hall requires a sworn translation for the padrón.

Valencian at school

Under the law on the Valencian language (Ley 4/1983, Art. 35), Alicante is one of the municipalities where Valencian predominates. Parents choose the main language of instruction, Valencian or Spanish, and all pupils study Valencian, Spanish and English (Ley 1/2024, Art. 9.1, 11.2, 12.1). A newcomer from a foreign education system may be exempted from assessment in Valencian for the year of entry and the following year (Art. 14.3), and a pupil who proves with documents that their residence is temporary, for up to three consecutive school years (Art. 14.2). More in the guide to Valencia; in Torrevieja, which is in the area where Spanish predominates, the rules are different.

SIP health card

In the region, the health card is called SIP; you get it online with a digital certificate or Cl@ve, or at your nearest health center. Holders of temporary protection have access to public health care with the receipt for their application or the protection decision, so the paid Convenio Especial agreement (€60 a month for people under 65, without medicines) is meant for other people without health coverage; applications for it are accepted by the registry of the Dirección Territorial de Sanidad (C/ Girona, 26). More about SIP in the guide to Valencia.

LABORA employment service

According to an archived June 2026 copy of its website, the regional employment service LABORA has these centers in the province: Espai LABORA Alicante-Isabel la Católica, Alicante-Los Ángeles, Alicante-San Juan Bosco and Torrevieja; their names match the names of SEPE offices. How to register is described in the guide to Valencia, and the right to work on our page Work in Spain for Ukrainians.

Renta Valenciana de Inclusión regional benefit

From 20 October 2026, under the new law (Ley 2/2026 as amended by Ley 5/2026), holders of temporary protection do not need three years of registration on a padrón in the region; the maximum amount for one person is €793.80 a month. You can also apply through the city hall’s social services. All conditions and amounts are described in the guide to Valencia, and state benefits on our page Aid for Ukrainians in Spain.

Appointment backlogs

We found no official announcements about backlogs or a lack of free appointments in the province of Alicante.

What has not yet been officially confirmed?

Official sources confirm the main addresses and booking procedures in Alicante, but check a few details yourself:

  • The online padrón booking path is given as described on the city hall website. If citaprevia.alicante.es does not open, book by phone at 010 or 900 153 862.
  • Check the addresses of the Espai LABORA centers in Alicante with LABORA or at a SEPE office: the center names are taken from an archived copy of the LABORA website.
  • The city hall does not describe a separate padrón procedure for people without housing: ask the social services or Pangea.
  • The contacts of Ukrainian associations from the embassy’s list may be out of date: check them before you get in touch.
