Bank Deposit in Ukraine While Living in Germany: Taxes, Access, and Jobcenter Rules
Ukrainian bank rates in 2026 are noticeably higher than German ones. But after two tax systems, currency risk, and NBU restrictions on money leaving Ukraine, the real return can look very different. Here’s the calculation, the risks, and the legal ways to access your money.
# What you’ll actually keep after taxes
In Ukraine. The bank withholds 18% personal income tax (PIT) and a 5% military levy on interest — 23% total. The 5% military levy has applied since December 1, 2024, under Law No. 4015-IX. You don’t need to file a separate Ukrainian return.
With a German tax residency certificate, the bank can apply the rate from the 1995 Ukraine–Germany Double Taxation Treaty (Article 103 of the Tax Code of Ukraine). Article 11 of that treaty caps Ukrainian tax on interest at 5% for standard deposits. (The 2% rate applies to specific loans made by banks.) Submit the certificate before interest is credited — reclaiming overpaid PIT later means going through Ukraine’s State Tax Service. The 5% military levy is not reduced by the treaty.
A new Ukraine–Germany tax treaty was signed on May 19, 2026, but the 1995 treaty remains in force throughout 2026.
In Germany. A German tax resident — defined by habitual residence or more than six months in Germany (§ 8 and § 9 AO, § 1 EStG) — pays tax on worldwide income. Interest from a Ukrainian bank goes on your German tax return (§ 32d EStG). The rate is Abgeltungsteuer 25% plus a solidarity surcharge of 5.5% of that tax. The first €1,000 of capital income per year (€2,000 for married couples) is exempt under the Sparer-Pauschbetrag (§ 20 EStG).
Germany taxes the full interest before any Ukrainian withholding and credits Ukrainian PIT only up to the treaty rate. If Ukraine withheld 18% instead of 5%, the excess 13% can only be reclaimed in Ukraine.
A worked example. Deposit of UAH 200,000, rate 15% per annum, annual interest UAH 30,000. The bank withholds 23%, i.e. UAH 6,900 — you receive UAH 23,100. At the NBU exchange rate on October 12, 2026 (UAH 50.31 per €1), the credited interest is roughly €596.30.
- If you haven’t used your Sparer-Pauschbetrag yet, €596.30 falls within the €1,000 exemption — German tax: €0.
- If it’s already used up on other income: 25% of €596.30 = €149.08; minus the creditable Ukrainian PIT at 5% = €29.82; remaining German tax €119.26; solidarity surcharge 5.5% = €6.56. Total payable in Germany: around €125.82.
Calculate your Ukrainian return with the deposit calculator, and work through the German side with your Finanzamt or a tax adviser (Steuerberater).
# Deposit guarantee and safety
During martial law and for three months after it ends, Ukraine’s Deposit Guarantee Fund (DGF — Ukrainian: ФГВФО) guarantees the full deposit amount. The guarantee covers banks that are DGF members — check yours in the fund’s official register. FX deposits are reimbursed in hryvnias.

# Jobcenter and a foreign deposit
If you receive Grundsicherungsgeld (which replaced Bürgergeld on July 1, 2026), you’re required to report all income and assets to Jobcenter — including those held abroad — and any changes to them (§ 60 SGB I). A Ukrainian deposit is an asset; the interest it earns is income (§ 11 and § 12 SGB II).
Exempt amounts per person (§ 12 SGB II):
- Under 30: €5,000
- 30 and over: €10,000
- 40 and over: €12,500
- 50 and over: €20,000
If one person in a Bedarfsgemeinschaft (benefit household) holds more assets than their exempt amount, unused allowances from other household members can be transferred to them. Assets above the exempt threshold must be spent down before benefits resume. For benefit periods that started before July 1, 2026, the old rules still apply.
Jobcenter counts interest as income in the month it’s credited. If your deposit pays out at maturity, you receive all the interest at once — report it at that point. The returned principal is not income; it’s simply your liquid assets.
Concealing foreign assets or income leads to repayment demands. If you’re unsure what to declare or how, contact your Jobcenter or a free Sozialberatung (social advice) service.
For whom a Ukrainian deposit doesn’t work. If you’re receiving benefits and the deposit exceeds your exempt amount, the interest almost never outweighs the benefits you’d lose.
# How to move money to Germany
When the deposit matures, the bank returns the principal and interest to your current account. Getting funds into Ukraine is unrestricted under NBU rules — but getting them out is different. NBU Resolution No. 18 permits only specific outbound transactions, and transferring savings via SWIFT to your own German account isn’t one of them. The frequently cited UAH 200,000/month limit applies to paying for goods, services, and rent abroad — not to transferring savings to yourself.
What you can legally do:
- Pay with a Ukrainian FX card abroad. Purchases of goods and services have no amount limit, except for certain specific transaction types.
- Withdraw cash from an FX account. Up to UAH 200,000 per day equivalent — a combined limit for withdrawals in Ukraine and abroad (in effect since August 11, 2026).
- P2P from an FX account to a card. Up to UAH 100,000 per month equivalent across all FX accounts; this limit is shared with crypto transactions and e-wallet operations.
- Cash from a hryvnia card abroad — up to the equivalent of UAH 12,500 per 7-day period.
Outgoing P2P transfers from hryvnia cards to foreign bank cards have been banned since October 5, 2022.
So if your deposit is in hryvnia and you’ll need the money in Germany, plan ahead. Buying FX within the monthly limit (up to UAH 200,000/month) and gradually spending via an FX card is the realistic path. Moving a large sum quickly isn’t possible under current rules.
Bundesbank reporting. Transfers between your own accounts don’t require reporting. A single incoming payment above €50,000 from another person or company abroad must be reported by the 7th Werktag (working day — Saturdays count) of the following month (§ 67 and § 71 AWV).
# Ukraine or Germany: how to decide
Ukrainian hryvnia deposits offer higher headline rates. But after 23% Ukrainian withholding, potential German tax, currency risk, and outbound transfer restrictions, the real gain is smaller than the rate suggests.
Four questions that drive the decision:
- Are you receiving Jobcenter benefits, and does the deposit exceed your exempt amount?
- Do you have a German tax residency certificate to reduce Ukrainian PIT to the treaty rate?
- Are you planning to return to Ukraine and need accessible funds there?
- How much of your savings will you need in Germany in the near future?
If Jobcenter isn’t a factor and your money will stay in Ukraine, a deposit at a DGF-member bank is a reasonable option for the portion you won’t need in Germany. Keep your German living expenses in Germany — that way you never need to navigate the outbound transfer restrictions.

Frequently asked questions
Can someone living in Germany hold a deposit in a Ukrainian bank?
Yes — there's no law against it. The Ukrainian bank will withhold tax as if you're a Ukrainian resident (18% PIT + 5% military levy) unless you provide a German tax residency certificate, which can reduce PIT to the treaty rate.
Do I need to declare Ukrainian deposit interest in Germany if the bank already withheld 23%?
Yes. German tax residents must declare foreign capital income. Germany credits only the treaty-rate portion of Ukrainian PIT — 5% for a standard deposit. The excess 13% can only be reclaimed from Ukraine's tax authority. The 5% military levy is not creditable at all.
Does a Ukrainian deposit affect Jobcenter benefits?
Yes. The deposit counts as assets and the interest counts as income under SGB II. Assets above your age-based exempt amount (€5,000–€20,000) must be spent down before benefits resume. Concealing foreign assets leads to repayment demands.
How do I get money from a Ukrainian deposit to Germany?
NBU Resolution No. 18 doesn't allow SWIFT transfers of savings to your own foreign account. Legal options: pay abroad with a Ukrainian FX card (no amount cap for goods/services), withdraw cash from an FX account (up to UAH 200,000/day equivalent), or use P2P from an FX account to a card (up to UAH 100,000/month).
Do I need to report Ukrainian money transfers to the Bundesbank?
Transfers between your own accounts don't require reporting. A single incoming payment above €50,000 from another person or company abroad must be reported by the 7th Werktag (working day — Saturdays count) of the following month (§ 67 and § 71 AWV).
