Unemployment benefit in Italy (NASpI)

Yana Bystrytska · Checked against sources 13 October 2026 · Next check 12 November 2026

This page is for people who worked in Italy as employees and lost their job, or who want to know their rights in advance. The amounts are given for 2026.

Can I get NASpI as a Ukrainian?

The law sets no conditions on citizenship or type of residence permit for NASpI: the benefit is paid to employees, except permanent employees of public bodies and agricultural workers. INPS separately excludes only citizens of non-EU countries with a seasonal work permit.

A temporary protection permit gives the right to work, so, in our reading of the general rules, a holder of protection who meets the conditions below is entitled to NASpI; there is no separate clarification from INPS on this. According to a 2022 clarification from the Ministry of Labor, the declaration of availability for work (DID), which is also needed for NASpI, requires a valid permit with the right to work or a receipt for the application for one.

Who is entitled to NASpI?

You must have lost your job involuntarily, and also:

  • you are unemployed (stato di disoccupazione);
  • you have at least 13 weeks of contributions in the four years before you lost your job.

Since 2022, the former condition of 30 days of actual work no longer applies.

Resigning usually does not give you the right to NASpI. The exceptions are resignation for just cause (INPS gives examples: unpaid wages, sexual harassment at work, a downgrading of your job duties, bullying) and termination of the contract by mutual agreement in an official conciliation procedure.

New condition from 2025

If, in the 12 months before you lost your job, you resigned from a permanent contract or ended it by mutual agreement, you must build up at least 13 weeks of contributions after that departure. The next job, the one you lost involuntarily, can be either permanent or fixed-term. This rule does not affect the amount or duration of NASpI. It does not apply to resignations for just cause, resignations during the protected period of maternity or paternity, or termination of the contract in an official conciliation procedure.

Not turning up for work

If you do not turn up for work without good reason for longer than the collective agreement allows, or for more than 15 days, the contract is treated as ended by your own choice (in notifications this is code “FC”), and you have no right to NASpI. But if the employer dismissed you on disciplinary grounds for the same absences, you can get NASpI if the other conditions are met. A resignation for just cause, for example because of unpaid wages, takes precedence even if it is submitted after the procedure over the absences has started.

How much is paid?

First, the average monthly wage is calculated: the wages on which contributions were paid over the last four years are divided by the number of weeks of contributions and multiplied by 4.33. NASpI is 75% of this amount if it is no more than €1,456.72 (the 2026 amount). If it is higher, 25% of the difference is added. The maximum in 2026 is €1,584.70 a month.

Example: with an average wage of €2,000, NASpI will be 0.75 × €1,456.72 + 0.25 × (€2,000 − €1,456.72) = €1,228.36 a month, before tax and before the monthly reduction.

From the first day of the sixth month of payments, NASpI is reduced by 3% every month; for those who were already 55 on the day of the application, from the first day of the eighth month. The INPS page “What NASpI is” still gives the old rule of a reduction from the 91st day; the current law says the sixth month.

How long is it paid?

For half the number of weeks for which contributions were paid in the last four years. Weeks for which unemployment benefit has already been paid are not counted. The maximum, with four years of contributions, is about 104 weeks, that is, roughly two years. According to INPS, notional pension contributions are credited for the periods when NASpI is paid.

How do you apply?

Online to INPS within 68 days after your job ends; after that, the right is lost. The benefit is paid from the eighth day after your job ends, or, if you applied later, from the day after the application.

  • You can apply only after your job has ended.
  • The money is transferred to an account in your name in Italy or in the SEPA area.
  • If you are registered with the separate INPS fund (Gestione separata) or have a partita IVA, state your expected self-employment income in the application, even if it is zero; otherwise you may lose the right to the benefit.

The NASpI application also counts as a declaration of availability for work (DID). Within 15 days of the application, contact the job center (Centro per l’impiego, CPI) to sign a service agreement (patto di servizio); otherwise you will be called in. Once the application is accepted, you are automatically registered on the SIISL platform, where you must sign your CV, the digital activation agreement (PAD) and the service agreement. According to an INPS clarification from July 2025, technical failures with the CV or PAD on SIISL do not stop payments, and sanctions, including suspension or termination of NASpI, apply only for not taking part in the measures offered by the job center.

If you refuse a suitable job offer without good reason, you lose both NASpI and your unemployed status.

Can you work while receiving NASpI?

Yes, but only with a low income and after telling INPS. According to INPS clarifications:

  • New employment. If it lasts more than 6 months or the expected annual income exceeds €8,145, NASpI is stopped. If the job is shorter than 6 months and the income is less than €8,145, you keep NASpI provided you tell INPS your expected annual income (the law gives 30 days from the start of work for this). If you ask to combine the two (cumulo), NASpI is reduced by 80% of the expected income; if not, it is suspended while you work.
  • Several part-time contracts. If you lost one of them, you can receive NASpI when the expected income from the rest does not exceed €8,145 a year; it is reduced by 80% of that income.
  • Self-employment (lavoro autonomo). You keep NASpI only if the expected annual income does not exceed €4,800. Tell INPS about this income within 30 days (even if it is zero, if the activity already existed); NASpI is reduced by 80% of the expected income.

Can you go abroad while receiving NASpI?

You can look for work in another EU country for up to 3 months and keep NASpI, if before leaving you were registered with a job center for at least one day, asked INPS in person for the U2 document, and registered as a jobseeker with that country’s employment service within 7 days of arriving. Until that service tells INPS about the registration, payment is suspended. If you leave for good, returning home or going to work abroad, NASpI stops from the day you leave. A short trip abroad does not stop NASpI, but your obligations as a recipient remain.

Will work in Ukraine count?

No. For NASpI, only work in countries with which Italy has unemployment insurance agreements counts. Ukraine is not on the official INPS list of countries with which Italy has social security agreements.

Can you get NASpI at once to start your own business?

Yes, NASpI can be paid in advance for starting your own business. You apply within 30 days of starting the activity. From 2026 it is paid in two parts: 70% straight away and 30% at the end of the period for which NASpI was granted, but no later than 6 months after the application. If you take up employment before the end of the period, you will have to pay back everything you received (except work in a cooperative in which you hold a share). If you start receiving a pension, the second part will not be paid. No notional pension contributions are credited for the advance payment. The INPS page for migrants still speaks of a single payment; that rule applied until 2026.

What if NASpI has ended?

The support for training and work (Supporto per la formazione e il lavoro, SFL) is €500 a month for people aged 18 to 59 with an ISEE up to €10,140, but it is closed to holders of temporary protection: you need an EU long-term residence permit or international protection and 5 years of residence in Italy. It cannot be combined with NASpI.

What mistakes should you avoid?

  • Missing the 68 days for the application: after that, the right is lost.
  • Resigning in the hope of getting NASpI: in most cases you will have no right to it.
  • Not turning up for work without good reason: this is treated as resigning.
  • Not telling INPS about a new job or self-employment.
  • Leaving for Ukraine for good without knowing that NASpI stops from the day you leave.

What has not yet been officially confirmed?

There is no separate clarification from INPS or the Ministry of Labor on NASpI specifically for holders of temporary protection; we drew the conclusion above from the general rules. We will update this page as soon as clarifications appear.
