This page is for people looking for financial or other help in Italy, or helping relatives. It covers the programs in force in 2026, their conditions and where to apply. Unemployment benefit and pensions have separate pages.
Are there special payments for Ukrainians in Italy?
In 2026 there is no separate state payment for Ukrainians. In 2022 Italy introduced a subsistence allowance (contributo di sostentamento) for people under temporary protection who found housing themselves: €300 a month per adult and €150 for each minor child, for up to three months. It was not paid to people housed by the state.
This allowance is not granted for temporary protection permits issued after 31 January 2025. The application for the first payment had to be filed by 20 February 2025, and for the second and third by 20 April 2025. The one-off allowance on leaving reception facilities (€250 per person, no more than €1,200 per family) had to be requested by 31 January 2025. We did not find any new nationwide payments replacing it.
Can you get housing from the state?
This cannot be guaranteed in 2026: the legal basis for housing people from Ukraine in state reception centers (CAS and SAI) applied until 31 December 2025, and we did not find its extension for 2026. The permanent law on the SAI reception system does not list holders of temporary protection among the people it houses.
For help and housing, the Italian Civil Protection advises contacting the prefecture (Prefettura) where you live. Under the rules that applied in 2025, accommodation was withdrawn if it turned out that the person had enough means of their own.
Can you get the single child allowance (AUU)?
Possibly, but check with INPS or a patronato before you apply. In 2023 INPS explicitly included the temporary protection permit among the permits with which the single child allowance (Assegno unico e universale, AUU) is paid, relying on the 2022 DPCM; that DPCM expired on 31 December 2025. From 21 April 2026, for citizens of non-EU countries the law names only three permits: the EU long-term residence permit, the single work permit (permesso unico) valid for more than 6 months, and the researcher’s permit valid for more than 6 months. INPS circular 81/2026 repeats this list without temporary protection, and keeps earlier explanations in force only where they do not contradict the new rules.
If you have switched from temporary protection to a permit for employment valid for more than 6 months, the law expressly provides for the right to the AUU.
Other conditions:
- you are liable to income tax in Italy; INPS explains that a theoretical obligation is enough, even if no tax is due;
- you are resident in Italy (residente) and have your domicile here (domicilio), or you work as an employee or as a self-employed person paying contributions.
From 21 April 2026, the requirement to have lived in Italy for at least two years has been abolished.
In 2026 the monthly amounts depend on the family economic situation indicator (ISEE):
| For whom | ISEE up to €17,468.51 | ISEE from €46,582.71 or no ISEE |
|---|---|---|
| Minor child | €203.80 | €58.30 |
| Child aged 18 to 20 | €99.10 | €29.10 |
| Child with a disability, any age | €203.80 | €58.30 |
Between these limits, the amount gradually decreases. There are supplements: 50% for a child under one year old; 50% for children aged 1 to 3 in families with three or more children and an ISEE up to €46,582.71; €150 for families with four or more children; from €99.10 to €122.30 for a child with a disability under 21, depending on the degree; €23.30 for a mother under 21; up to €34.90 if both parents work; up to €99.10 for each child after the second.
You apply online on the INPS website, in the INPS Mobile app, by phone on 803 164 (from a landline, free) or 06 164 164 (from a mobile), or through a patronato. If you apply between 1 March and 30 June, the allowance is paid from March; if later, from the month after the application. The money goes to an account with an IBAN: a bank account, a postal account or a card with an IBAN. You do not need to apply again every year, but you must renew your ISEE.
Can you get the inclusion allowance (ADI)?
Not with temporary protection alone. The law gives the inclusion allowance (Assegno di inclusione, ADI) to EU citizens and their family members, citizens of other countries with an EU long-term residence permit, and people with international protection; INPS adds stateless persons. In addition, you must have lived in Italy for at least 5 years, the last 2 of them continuously. Temporary protection is not on this list.
The allowance is not given to every low-income family: the family must include a person with a disability, a minor child, a person aged 60 or over, or a person in a difficult situation who takes part in a care or support program of the local social and health services.
Exception: holders of permits for victims of human trafficking, domestic violence or labor exploitation (Articles 18, 18-bis and 18-ter of the Immigration Act) can get ADI without the requirements on citizenship, permit, residence and income.
For reference, in case your status changes: the ISEE must be no more than €10,140, and the payment consists of an income top-up (up to €6,500 a year, depending on the family’s composition) and help with rent (up to €3,640 a year); together, at least €480 a year. You apply to INPS online, through a patronato or a tax assistance center (CAF).
The support for training and work (Supporto per la formazione e il lavoro, SFL) is closed to temporary protection in the same way: it has the same status and residence requirements.
What is ISEE and how do you get it?
ISEE is the family economic situation indicator: both the amounts of many payments and the right to them depend on it. To get it, you submit a declaration (DSU) on the ISEE portal on the INPS website, where it is partly pre-filled, or through a CAF.
- The family includes those who belong to it on the day the declaration is submitted.
- Income is taken for the year before last, and assets as of 31 December of the year before last.
- You report assets and accounts abroad, including in Ukraine, yourself.
- The ISEE is valid until 31 December of the year in which the declaration was submitted.
From 2026, for AUU, ADI and some other payments, a separate ISEE is calculated in which the main home is not counted up to €91,500 (up to €120,000 in the centers of large metropolitan cities), plus €2,500 for each child after the first.
Is medical care free?
Yes, on equal terms with Italian citizens, but after you register with the local health authority (ASL) where you are staying, which will assign you a family doctor or pediatrician. Before you apply for temporary protection, care is provided through the STP code for foreigners temporarily present in Italy. The Italian Civil Protection advises going to the nearest ASL as soon as you have a tax code (codice fiscale).
This rule for people from Ukraine has been extended until 31 December 2026. Those who work legally as employees or as self-employed people, or who are registered with a job center (Centro per l’impiego, CPI), must be registered with the national health service under the general rule of the Immigration Act.
How do you enroll a child in school?
You can enroll a child at any time during the school year by contacting the school. Education for foreign children in Italy is compulsory regardless of their status, and children without documents or with incomplete documents are enrolled conditionally (con riserva). Compulsory education lasts at least 10 years and aims for the child to obtain a secondary school diploma or at least a three-year vocational qualification by the age of 18. From 1 October 2026, the class for a foreign child is decided by the school’s teaching staff council (collegio dei docenti).
Where do you go?
Most applications are made to INPS, while other bodies help with medical care, housing, status and school:
| What you need | Where to go |
|---|---|
| AUU, ADI, pensions, ISEE | INPS online, the app, phone 803 164 or 06 164 164; a patronato or a CAF |
| Next steps for ADI | The municipality's social services, first meeting within 120 days |
| Family doctor, pediatrician | ASL where you are staying |
| Housing in a reception center | Prefecture |
| Temporary protection permit | Questura (provincial police headquarters) |
| School enrollment | The school itself, at any time of year |
What mistakes should you avoid?
- Thinking that temporary protection by itself gives you the right to a monthly payment.
- Looking for the €300 subsistence allowance from 2022: it is not granted for new permits, and the application deadlines passed in 2025.
- Applying for the inclusion allowance (ADI) with temporary protection alone.
- Not renewing your ISEE every year: the AUU amount depends on it.
- Putting off registration with the ASL.
What has not yet been officially confirmed?
Several questions have not yet been officially clarified:
- whether a holder of temporary protection is entitled to the AUU after the April 2026 reform;
- whether reception centers for people from Ukraine are operating in 2026;
- what will happen with medical care after 31 December 2026 for those who do not work;
- we have not yet researched regional and municipal assistance programs.
We will update this page as soon as clarifications appear.
